Facilities Decommissioning & Environmental Remediation (FD&ER) works to manage and reduce the risks (health, safety, security, environment, and business) and liabilities (future costs) associated with "historic" facilities, wastes, and contaminated lands on Canadian Nuclear Laboratories (CNL) sites. This will ensure that decommissioning facilities are maintained in a safe and compliant state and progressively reduce the risk, to humans and the environment, and liability through prudent management and cleanup of legacy contamination and affected sites.

The FD&ER Planning Section Leader will be accountable to the Planning Manager for ensuring that documents, methods, procedures, and practices are done in compliance with the company and regulatory requirements. In particular, the Section Leader will ensure that their actions, documents, methods, and plans address the health, safety, security, and environmental requirements of CNL during decommissioning & remediation planning activities. This includes the maintenance and use of large datasets associated with Planning activities, and tracking and facilitating the overall Planning work program.

The Section Leader will be responsible for developing process improvements for FD&ER Planning. This position requires an individual to be innovative, and adaptive, and look for opportunities to improve and streamline the current implemented processes and data management systems. This position is also responsible for; developing, implementing, and tracking training, ensuring that all decommissioning records are created, tracked, managed, and completed (including project documentation). Processes for records and training must be auditable.

The Section Leader will also be responsible for providing leadership and direction for direct reports, including setting their goals and implementing development plans. In addition to the above accountabilities the Section Leader is responsible for:

Providing necessary leadership, mentoring, and day-to-day oversight to deliver results in line with the department’s goals.
Providing the necessary leadership and oversight for programs and projects assigned to the Planning section, with the focus on excellence, new technology, knowledge transfer and training of staff, to ensure these activities/projects/facilities are executed safely, are delivered on-time, and remain on-budget.
Gathering information and preparing ad hoc and monthly/quarterly reports.
Developing on-boarding packages and training for new hires.
Supporting the preparation of documents (training, operating instructions, and maintenance procedures).

What will you be doing!

The Section Leader has the following key responsibilities:

Providing strategic development and implementing process improvements within FD&ER Planning.
Developing and maintaining Planning data tools, and providing recurring and ad hoc reports from those tools.
Developing and tracking an overall work program plan for individual contributors, including contributions obtained from stakeholder groups.
Establishing and maintaining quality assurance standards.
Prioritizing tasks and deliverables ensuring all timelines are met.
Developing, implementing, and maintaining training compliance and ensuring all requirements are met.
Problem-solving and be responsible for developing and implementing potential solutions.
Remaining abreast of decommissioning activities and methods used around the world.

Other duties include:

Interact with Regulatory personnel such as CNSC and IAEA.
Assist the Planning Manager with response/reporting/investigating unique events or requests.
Participate as requested on various site technical committees and work groups as Planning Representative.
Work closely with Facilities Decommissioning Execution teams in support of Decommissioning activities.
Continuous improvement – encourage and support innovation among others.
Other duties as assigned by your manager.

What we are looking for:

Education
- Graduation from a recognized institute of advanced technology, or equivalent formal education. Significant related experience in a field of specialization.
- Eight (8) years of demonstrated experience in a leadership position and/or demonstrated experience in process improvements, training development, and information management.
Experience
- Experience in leading a team, maintain a clear focus on team goals, and establish good rapport with groups and individuals of many diverse professions is required.
- Experience in a nuclear operational or decommissioning environment.
- Ability to efficiently manage large datasets.
- Awareness of the National Building Code, National Fire Code, and company program manuals and how they apply to decommissioning.
- Knowledge of CNSC regulatory documents and requirements. (Including CSA N294, CNSC regulation guide G-219 and the CNL Site License Condition Handbook).
Knowledge, Skills & Abilities
- Ability to assume responsibility for planning activities that (i) carry legal liabilities, and (ii) have the potential for major and adverse impacts on health, safety, and the environment.
- Excellent written and oral communication skills; the ability to disseminate information to other team members and clients and strong team problem-solving skills are essential.
- Must be a self-starter and able to work independently, with minor oversight and supervision.
- Demonstrate organization and planning skills; ability to establish priorities; define action plans; set and meet deadlines; monitor performance.
- Proven initiative, motivation, and good people skills to work with management, peers, internal and external clients.
- Must be able to communicate effectively with various groups at all levels on a daily basis both on project and non-project-related activities.
- Ability to perform a variety of duties, changing tasks without loss of efficiency or composure.
- Good working knowledge of Microsoft Office Suite.
Security Clearance Eligibility Required
- Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's “Standard on Security Screening” and the “Policy on Government Security.”

Location:

CNL works with employees across our Canadian locations to enable remote work when possible.
