Senior Manager, e Health Enabling Services

PDHIS Integration Services
Burnaby, BC

Reporting to the Provincial Director, e Health, the Senior Manager is accountable for enabling services including, Integration Brokers, Information Privacy and Security, Data Quality, Application Support and the Living Lab. The Senior Manager is responsible for supporting multiple applications including Care Connect, PLIS, Panorama, Excelleris, and Sunset. Works with multiple stakeholders including Director of Client Experience, the Enterprise Architecture group, HSSBC, and executives across key clinical stakeholder groups within clinical sites, health authorities and the ministry of health. In addition, the Senior Manager oversees the development of the Living Lab. The Living Lab is an innovate space to develop, integrate and model new and existing e Health Solutions.

What you’ll do
  • Oversees Integration Broker team to ensure the infrastructure is well sustained and managed and supports new integration requests. Helps develop architectural vision for integration solutions across PHSA and VCH.
  • Oversees e Health Information Privacy group to ensure all e Health data is treated in accordance with provincial legislation. Ensures PIAs are developed and maintained. Collaborates with Information Privacy Offices across Health Authorities and Mo H.
  • Works closely with Enterprise Architecture team to ensure security of all e Health information systems and infrastructure. The Security Architect matrix reports to this position. Ensures appropriate security policies are in place and followed, and ensures STRAs are developed and maintained.
  • Oversees the Data Services team to ensure all data within e Health systems is monitored, and maintained in good quality. Also oversees coordination of data remediation with sending systems from within PHSA and other Health Authorities, as well as with various health records departments.
  • Oversee e Health Application Support team to ensure applications are well supported and sustained. This includes management of Care Connect, PLIS, Sunset, Audit app, Panorama, and linkages to the provider and client registry.
  • Develops and monitors the operational budgets, and uses best practice methods to thoroughly monitor and adhere to allocated budgets. Responsibilities include reporting variances, and resource planning.
  • Maintains accountability for management team including hiring, termination and performance management. Provides supervisory guidance and direction to Managers of Integration Services, Privacy, Security, Data Services, Application Support and the Living Lab.
  • Manages intersections with various other concurrent clinical and technology initiatives, to ensure good change control across many interdependent systems.
What you bring

Qualifications
  • A level of education, training, and experience equivalent to a Master’s degree in Health Administration, Business (MBA), Information Management or a related discipline, plus a minimum of seven (7) years of recent, related experience in health care operations or clinical project management, ideally in clinical information systems. Past operational experience with Clinical Information Systems is an asset, as is work experience within British Columbia’s health care system. Knowledge of and experience with HL7 interfaces in complex clinical integration projects, and registries (client, provider, EMPI, etc.) is preferred.
Skills & Knowledge
  • Excellent proficiency with MS Office toolsets (Word, Excel, Visio, Project). Knowledge of and experience with British Columbia’s Freedom of Information and Protection of Privacy Act, and e Health Legislation. Great analytical skills, excellent people skills, strong written and oral communication skills, excellent analytical skills, and a demonstrated capability for handling sensitive situations.
  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments found in the foundational documents - including Truth & Reconciliation Commission’s Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - and how they intersect across the health care system.
  • Supports team members on their ongoing learning journey, ensuring education strategy for team/department to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety at a practical level.
  • Ensure integration of the legislative obligations and provincial commitments into policies, procedures and programs prior to engaging IH teams/departments.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
  • As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities of settler colonialism on Indigenous Peoples and familiarity with addressing Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety and foundational documents and legislative commitments (The Declaration Act, the Declaration Action Plan, TRC, IPS, Remembering Keegan, etc.).

Job Type: Regular Full-Time
Salary Range: $116,591 -$167,600/year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
