Water Treatment Operations Engineer

Under the general direction of the Water Treatment Systems Engineer, the Water Treatment Operations Engineer directs the provision of professional engineering, management and administrative services for the Water Treatment & Supply Branch and engineering support of other branches within the Water Services Division. The Water Treatment Operations Engineer provides engineering oversight and support of operation, maintenance, and capital improvement program activities associated with the Water Treatment Plant, Regional Pumping Stations, Shoal Lake Intake Facility and Shoal Lake Aqueduct, the Greater Winnipeg Water District Railway, and related infrastructure, in the interest of supporting delivery of safe, reliable and efficient Water Treatment & Supply service to the City of Winnipeg.
As the Water Treatment Operations Engineer you will:
  • Lead the Engineering section of the Water Treatment & Supply Branch responsible for providing professional engineering, management and administrative services for the operation, maintenance and capital improvement of water treatment and transmission systems including, but not limited to:
    • Provide engineering support, planning, interpretation & analysis, financial/economic analysis, management and contract administration related to operational/maintenance improvement projects and goods & services contracts for the Water Treatment & Supply Branch.
    • Develop and execute commissioning plans for Water Treatment & Supply branch funded operational/maintenance infrastructure improvement projects.
    • Identify and initiate operations/maintenance improvements through the research, monitoring, and analysis of operational process data, maintenance activities, inspections, industry standards and trends.
    • Provide operational engineering support, subject-matter expertise and documentation review services to the Water and Waste Department’s Engineering Services Division for capital project work related to the Water Treatment & Supply Branch.
    • Research and advise on the implementation of Best Practices and standards for the operation and maintenance of water treatment, transmission, storage and pumping facilities.
    • Develop and recommend procedures and standards to support operational and maintenance requirements and ensure compliance with regulatory and legislative requirements.
    • Develop, update and support the administration of Operational Plans, Emergency Response Plans & Security Protocols for the Water Supply & Treatment Branch.
    • Monitor and analyze Water Treatment & Supply program performance measures and provides regular reports and recommendations to the Water Treatment Systems Engineer.
    • Liaise with Environmental Standards to ensure compliance with regulatory and legislative requirements.
  • Supervise and manage the Water Treatment Engineering section including staff recruitment/selection, work assignment, scheduling, training, coaching, mentorship and performance management.
  • Prepare, recommend and administer the Water Treatment Engineering section operating budget.
  • Ensure compliance with Worker’s Compensation Legislation, Human Rights Legislation, safety regulations and safe work practices.
  • Participate as a member of the Water Treatment & Supply Branch supervisory team.
  • Perform other related duties consistent with the position, as required.
Your education and qualifications include:
  • Bachelor of Science in Engineering.
  • Must have a significant number of years of experience directly related to water treatment.
  • Successful completion of supervisory/leadership courses.
  • Courses in project management are preferred.
  • Post-secondary courses in Water Treatment and/or Water Distribution are preferred.
  • Operator Certification Level 4 in Water Treatment by Provincial Exam is preferred.
  • Demonstrated knowledge of water treatment plant operations and water system infrastructure.
  • Demonstrated ability to plan, organize and supervise the operation of water treatment, storage and pumping systems.
  • Demonstrated knowledge and skill in the training, evaluation and supervision of staff.
  • Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts including regulatory agencies, consultants, contractors, suppliers, and the general public in accordance with the Respectful Workplace Standard.
  • Demonstrated ability to communicate effectively, both verbally and in writing, deliver presentations, maintain accurate records and prepare reports.
  • Strong analytical and problem solving skills with the ability to develop innovative solutions and methodologies, and adapt to technological and organizational changes
  • Strong organizational and project planning skills to plan, organize prioritize and coordinate work and resources with a high degree of independence.
  • Demonstrated ability to execute sound judgement and provide direction while working under pressure and in stressful situations.
  • Experience in the development, reporting, and administration of operating budgets and the application of general financial management practices and economic analysis methodologies.
  • Demonstrated ability using a personal computer and Microsoft Office software including Outlook, Word, and Excel.
  • Must have a thorough knowledge and understanding of the occupational hazards, safety precautions, regulations and procedures that are applicable to the position’s area of work.
Conditions of employment:
  • The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
  • Professional Engineer designation and eligible for registration with Engineering Geoscientists Manitoba, (E.G.M.).
  • Must be physically capable of performing all of the duties of the position including, but not limited to: ability to lift 20 lbs., repetitive movement, crouching, kneeling, standing, climbing stairs, and continuous walking working outdoors in potentially extreme weather conditions.
  • A Police Information Check satisfactory to the employer will be required from the successful candidate, at their expense.
  • Must possess and maintain valid Manitoba Class 5 Driver’s License.
