Context:
To address the combined challenges related to managing human mobility as a result of different
migration drivers, including climate change and environmental degradation, as well as the gaps
in knowledge and migration data in North, East, and West Africa, this programme will contribute
to improved evidence-based migration management and reduced risk of irregular migration and
displacement occurring, in the context of disasters, climate change and environmental
degradation in countries of origin, transit and destination along key migration corridors in North,
East, and West Africa.

Funded by the Ministry of Foreign Affairs of Denmark, but subject to annual work plan approval
and funding decision, the programme will be implemented across multiple regions and countries
in North, East, and West Africa 2024-2026.

In line with the Danish Organisational Strategy for IOM (2023-2026) and IOM’s Strategic Plan

2024-2028, the programme will focus on four outcomes, divided into two programmatic areas: 1)
Human Mobility in the Context of Disasters, Climate Change and Environmental Degradation;
and 2) Migration Data and Research.

These two programmatic areas are priority areas in the Danish Organisational Strategy for IOM
(2023-2026), in particular priority areas 3: Supporting capacity building of governments and
relevant authorities for better migration management and 4: Addressing the linkage between
climate change and irregular migration and forced displacement. These two areas are also key
strategic priorities for IOM in North, East and West Africa, based on a preliminary needs
assessment and analysis.

Under the direct supervision and guidance of the Chief of Mission (Co M) in Denmark, the
Project Manager (Climate Change and Migration Data Programme in East, West and North
Africa (CCMDP-EWNA)) will be responsible for the effective management, oversight and
implementation of the programme, in close coordination with the Programme and Liaison officer
in IOM Denmark and the technical leads on Migration, Environment, Climate Change and Risk
Reduction (MECR) and Migration Data and Research (MDR), as well as relevant colleagues in
IOM Regional Offices (RO) in Dakar, Nairobi and Cairo.

Core Functions / Responsibilities:
1. Coordinate and oversee the management of all programme activities in line with the project
document and donor agreement, incl implementation, monitoring, reporting and evaluation.

2. Supervise project staff based in Copenhagen and in field locations.
3. Provide guidance, planning, and operational advice to technical leads on MECR and MDR to
ensure prompt delivery of all planned results in respective ROs and Country Offices (COs).

4. Prepare and ensure timely preparation and submission of all programme narrative and
financial reports, in line with IOM and donor formats, as required.

5. Prepare regular programme updates, summaries, visibility materials and other relevant
programme materials, in coordination with the IM/GIS officer.

6. Ensure synergies with other relevant projects and programmes funded by Denmark and
managed by IOM Denmark.

7. Facilitate external communication and visibility of the programme towards national and
international audiences, in close coordination with the media and communications officer, based
in IOM Denmark.

8. Ensure the effective functioning of the Programme Steering Committee (SC), including
management of the secretariat functions (i.e. share agenda, workplan and other relevant project
documents with SC, keep notes and action plan).

9. Liaise with relevant focal points in the Ministry of Foreign Affairs of Denmark, in close
coordination with the Programme and Liaison Officer and COM Denmark.

10. Undertake duty travel, including travel to monitor progress in the programme’s target
countries as well to ensure programme visibility.

11. Perform such other duties as may be assigned.
Required Qualifications and Experience:

Education
  • Master’s degree in International Relations, Political Science, Conflict and Peace Studies,
Development Studies, International Law, and/or Migration Studies or a related field from an
accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.
Experience
  • Experience in IOM project development and management practices and tools;Work experience
at field level in countries affected by crises;
  • Prior work experience on issues related to crisis response and coordination, inter-agency
coordination, forced displacement and/or migration management; and,
  • Experience liaising and coordinating with a wide range of humanitarian and development
actors, preferably in the context of UN or other inter-organizational processes or frameworks. Skills
  • In-depth knowledge of Migration, Environment, Climate Change and Risk Reduction (MECR)
and/or Migration Data and Research (MDR) programming; and,
  • Knowledge of UN and bilateral donor programming.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic
and/or French and/or another official UN language (Chinese, Russian, and Spanish) is an
advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.

Internationally recruited professional staff are required to be mobile.
