Context:
Under the direct supervision of the Regional Director (RD) and in close coordination with the
Deputy Regional Director (Operations) as well as the Senior Regional Thematic Specialist for
Migrant Protection and Assistance, Chiefs of Missions (Co Ms), Project Focal Points/Managers
at Country Offices (CO), relevant colleagues at the Regional Offices (RO) and Headquarters
(HQs), the Senior Regional Programme Coordinator (MPRR) will be responsible for the overall
oversight of the development, coordination and implementation of the EU funded Migrant
Protection, Return and Reintegration Programme in North Africa (MPRR-NA), aimed at
strengthening of migrant protection and sustainable reintegration systems in North Africa.
1. Lead and ensure the oversight and successful coordination and implementation of the
European Union (EU) funded MPRR-NA programme aimed at strengthening of migrant
protection and sustainable reintegration systems in North Africa in coordination with the Project
Focal Points/Managers and relevant Regional Thematic Specialist (RTSs).
2. Exercise all technical, operational, financial and administrative management responsibility for
the MPRR-NA regional project in line with IOM’s policies and procedures, as well as donor
requirements.
3. Ensure direct supervision to the RO MPRR-NA staff, provide guidance and ensure synergies
across a wide range of technical thematic areas: reintegration, protection, psychosocial support,
communication and awareness raising.
4. Promote staff development and learning, including to ensure alignment of MPRR-NA with
IOM’s Approach to Protection and rights based approach to programming.
5. Develop, maintain and monitor detailed work plans, expenditure plans and other necessary
guiding tools, capacity building initiatives for the activities of the projects in coordination with the
respective Project Focal Points/Managers and provide regular updates to COs including but not
limited to Cairo, Headquarters and Brussels and respective donors.
6. Provide overall technical and management guidance to the Project Focal Points/Managers in
the execution of the projects in the participating COs to ensure quality and timeliness of project
implementation.
7. Coordinate cross regional meetings with other programmes to support overall programme
coherence, and synergies with other regions and donor funded programmes and ensure proper
documentation and follow up where relevant.
8. In coordination with Monitoring and Evaluation (ME) officer at RO ensure effective ME
accountability mechanisms within the project duration.
9. Ensure effective liaison and maintain good communication with regional partners and other
stakeholders, including mobilizing co-financing with partners and potential donors.
10. Maintain oversight over project deadlines, financial and narrative reporting requirements in
accordance with IOM Rules and Regulations and donor requirements.
11. Based on inputs from Project Focal Points/Managers, coordinate and approve COs’ reports
in coordination with Migrant Protection and Assistance Division (PXD) RTS to ensure timely and
quality project progress and implementation reports for submission to donors (in accordance
with IOM and donor reporting procedures).
12. Stay abreast with the latest policies and trends on migration issues in close coordination
with IOMs relevant departments at RO and HQ.
Policy and Liaison Functions
13. Lead relationships with international, governmental and non-governmental partners at the
regional level, and advise IOM COs on partners’ and donor priorities, preferences and regional
synergies.
14. Ensure appropriate coordination and information sharing related to the MPRR-NA
programme within the region and between the region and relevant Departments at HQs and
other IOM Missions and with relevant protection RTSs.
15. Represent IOM at relevant seminars, workshops and meetings, as well as other events
Programme & Resources Mobilization
16. Provide inputs to regional strategic planning exercises and provide support for country level
strategic planning and resource mobilization vis à vis the EU and European Economic Area
(EEA) Member States, as required and in collaboration with the RTSs and RO Brussels.
17. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Political or Social Science, Migration Studies, International Relations or a
experience; or
- University degree in the above fields with nine years of relevant professional experience.
- Operational and field experience in coordination, project management and monitoring and
regional EU funded projects;
- Demonstrated experience in protection coordination;
- Demonstrated experience in managing Protection programmes at a managerial professional
- Demonstrated experience working with other sectors and partners in implementing, measuring
- Demonstrated experience working with government entities, donors, UN agencies, civil society
- Strong experience in coordination, communicating and liaising with governmental authorities,
- Work experience in North Africa region is an asset.
- Sound knowledge of refugee and migration related issues, including economic and social
- Excellent knowledge of technical cooperation principles, concepts and techniques;
- Good knowledge of financial and administrative management;
- Effective resource management and mobilization skills;
- Excellent writing, communication and negotiation skills; and,
- Ability to prepare clear and concise reports.
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic,
French, and/or another official UN language (Chinese, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.

Recommended candidates endorsed by the Appointments and Postings Board will remain

nationals of the duty station’s country and who do not have prior experience outside the duty
station’s country as staff member in the Professional category cannot be considered eligible.

accreditation, any residency or visa requirements, and background verification and security
clearances. Subject to certain exemptions, vaccination against COVID-19 will in principle be
required for individuals hired on or after 15 November 2021. This will be verified as part of the
