Start date: Candidate must be able to begin working within a reasonable period of time of receipt of agency authorization and/or clearances/certifications or their candidacy may end.
Croatia, Czechia, Hungary, Kosovo, Moldova, Montenegro, Poland, Russia, Serbia, Slovakia, and Ukraine. The ECS accompanies the ECO on travel throughout the Ao R, which can be frequent.
Duties
The Export Control Specialist (ECS) reports to the Bureau of Industry and Security (BIS) Regional Export Control Officer (ECO) and Regional Senior Commercial Officer, or designee. The ECS will provide support for all BIS initiatives including planning, conducting, administering, and performing operations for the purpose of facilitating secure trade by ensuring U.S. export control compliance and enforcement. This position is located under the U.S. Commercial Section at the U.S. Consulate in Frankfurt, Germany. The BIS mission is to advance U.S. national security, foreign policy, and economic objectives by ensuring an effective export control and treaty compliance system and promoting continued U.S. strategic technology leadership. The ECO plays a critical part in this mission and relies on the ECS' knowledge and expertise to assist BIS customers and stakeholders by providing guidance on U.S. export control laws and regulations. The ECS develops and applies substantive knowledge of the economies and bilateral trade relationships in the countries covered by BIS' East-Central Europe and Western Balkans area of responsibility (Ao R). The ECS is responsible for organizing and participating in end-use checks, speaking engagements, meetings, and outreach events to assist customers and stakeholders navigate through complex export controls. They will also provide expert guidance to prevent the unauthorized transfer of U.S. commodities and technology for the ultimate goal of advancing U.S. foreign policy and protecting U.S. national security interests within the Ao R.
Qualifications and Evaluations
- A minimum of three (3) years of progressively responsible experience in business, government, or non-governmental organization in the fields of business administration, international relations, international trade, economics, law, or the equivalent.
- University degree at the bachelor's level or equivalent in business administration, international relations, international trade, economics, law, or the equivalent is required.
- English (Fluent) in speaking/reading/writing is required.
- Russian (Fluent) in speaking/reading/writing is required.
This may be tested.
