Entry Requirements:
Candidates should (a) (i) have a Bachelor's degree in Accountancy from a Hong Kong university, or equivalent; or (a) (ii) be a registered student of the Hong Kong Institute of Certified Public Accountants' Qualification Programme (HKICPA QP) and have completed the Associate Level of QP, or equivalent; (b) have a pass result in the Aptitude Test (AT) in the Common Recruitment Examination (CRE); (c) have met the language proficiency requirements of Level 2 results in the two language papers [Use of Chinese (UC) and Use of English (UE)] in the CRE, or equivalent; (d) be able to speak fluent Cantonese and English; and (e) have a pass result in the Basic Law and National Security Law Test (BLNST).

Assistant Assessor Written Examination : Candidates who meet the entry requirements will be arranged to attend a written examination to be held tentatively in late November 2024. Candidates who are invited to attend the examination will normally receive an invitation by early November 2024 subject to the actual date on which the examination will be held. Candidates passing the written examination will be invited to attend the selection interviews, which are tentatively scheduled for January 2025. As it takes time to process all applications, an invitation to the written examination and / or the selection interview does not imply that an applicant has met the entry requirements of the Assistant Assessor post. If the situation warrants, the written examination may be deferred or cancelled. Any updates on the written examination arrangements will be announced on the Inland Revenue Department (IRD)'s website at http://www.ird.gov.hk.

Remarks : Candidates without the requisite CRE results or equivalent, but have met the other entry requirements and will sit for the CRE and / or BLNST to be held on 5 October 2024 in Hong Kong may also apply. They must indicate in their application forms the paper(s) they will attempt in the aforesaid examination. Their applications will be processed subject to their obtaining the requisite CRE results in the aforesaid examination.

Note:
(1) Current final year undergraduates may also apply; if selected, appointment will be subject to their obtaining the requisite academic qualification within the current academic year (i.e. 2024/25).

(2) Candidates' results in the AT paper of the CRE are classified as Pass or Fail, while the results of the UC and UE papers of the CRE are classified as Level 2, Level 1 or Fail, with Level 2 being the highest.

(3) Level 5 or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE) is accepted as equivalent to Level 2 in the UC paper of the CRE. Level 5 or above in English Language of the HKDSEE is accepted as equivalent to Level 2 in the UE paper of the CRE.

(4) Grade C or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE) is accepted as equivalent to Level 2 in the UC paper of the CRE. Grade C or above in Use of English of the HKALE or in English Language of the General Certificate of Education (Advanced Level) (GCE A Level) is accepted as equivalent to Level 2 in the UE paper of the CRE.

(5) An overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test is accepted as equivalent to Level 2 in the UE paper of the CRE. The IELTS test result must be valid during the application period (i.e. from 20 September 2024 to 3 October 2024).

(6) All applicants for civil service jobs will be assessed on their knowledge of the Basic Law and the National Security Law. A pass result in the BLNST is an entry requirement for all civil service jobs. Only those candidates who have passed the BLNST will be considered for appointment. For candidates who have not taken the relevant BLNST or have not attained a pass result in the relevant BLNST at the time of application, they may still apply for the job and arrangements will be made for them to take the relevant BLNST during the recruitment process.

Duties:
An Assistant Assessor is mainly deployed on undertaking assessment and / or collection of taxes and / or undertaking other duties under the Ordinances administered by the Department.

Terms of Appointment:
New appointees will normally be appointed on civil service probationary terms for three years. Upon passage of the probation bar, the officer may be considered for appointment on the prevailing permanent terms.

General Notes:
(a) Civil service vacancies are posts on the civil service establishment. Candidates selected for these vacancies will be appointed on civil service terms of appointment and conditions of service and will become civil servants on appointment.
(b) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.
(c) The entry pay, terms of appointment and conditions of service to be offered are subject to the provisions prevailing at the time the offer of appointment is made.
(d) The information on the maximum pay point is for reference only and may be subject to changes.
(e) Fringe benefits include paid leave, medical and dental benefits, and where appropriate, assistance in housing.
(f) Where a large number of candidates meet the specified entry requirements, the recruiting department may devise shortlisting criteria to select the better qualified candidates for further processing. In these circumstances, only shortlisted candidates will be invited to attend selection interview.
(g) It is the Government's policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements (including passing the written examination to be held tentatively in late November 2024), he / she will be invited to attend the selection interview without being subject to further shortlisting. Applicants who have declared disabilities found suitable for appointment may be given an appropriate degree of preference over other applicants whose suitability for appointment is considered comparable to that of the former. Applications must be made in the prescribed application forms [G.F.340 (Rev. 7/2023)] which can be obtained from any Home Affairs Enquiry Centre of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department or downloaded from the Civil Service Bureau's (CSB) website (http://www.csb.gov.hk).

The postmark date on the envelope will be regarded as the date of submission of application and / or supporting documents. To avoid delayed or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting. Mail items bearing insufficient postage will not be delivered to this Department and will be returned to the sender or disposed of by the Hongkong Post, where appropriate. Applicants will bear any consequences arising from paying insufficient postage.

Applications which are incomplete, late or submitted by fax or email, or not made in the prescribed form, not duly signed, or not accompanied by photocopies of the required documents will NOT be considered.

If the written examination is rescheduled for any reasons, we will make relevant announcement on our website and inform applicants concerned of new arrangements by post or email before the examination. Those who are not invited to the written examination may assume that their applications are unsuccessful.
