Assistant Information Technology Manager (Infrastructure)

(i) a bachelor’s degree in Computer Science, Information Technology (IT) or related discipline from a Hong Kong university, or equivalent;
(ii) met the language proficiency requirements of ‘Level 2’ [Note (2)] or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent;
(iii) at least five (5) years of relevant post-qualification full-time IT working experience, of which two (2) years must be in a similar post and in a comparable capacity; and
(iv) at least 3 years’ full-time aggregate experience in three or more of the following technologies/ products:
1) Virtualisation such as VMware v Center, v Sphere with High Availability and Distributed Resource Scheduler (DRS);
2) Storage Area Network (SAN);
3) Containerisation such as podman, containerd, Kube Sphere, etc.;
4) Microsoft Windows Server with Active Directory (AD), Group Policy, File Server cluster and Windows Server Update Services (WSUS);
5) Web servers such as Apache HTTP Server, Microsoft Internet Information Services, etc.;
6) Database systems such as Microsoft SQL Server cluster, Oracle RDBMS 12c, etc.; and
7) HCL Domino.
(b) Customer-oriented and able to perform under pressure, willing to work after office hours and occasionally working on an on-call basis as required;
(c) Preference will be given to candidates who have experience in using the following technologies / products:
(i) Web application servers such as Red Hat JBoss, Wild Fly, Apache Tomcat, etc.;
(ii) Linux operating systems such as Red Hat, Oracle Linux, Cent OS, Ubuntu, etc.;
(iii) IP telephony system; and
(iv) Distributed file/ storage system.
(d) Preference will be given to candidates who are holders of the following certificates or equivalent:
(i) VMware Certified Professional;
(ii) Red Hat Certified System Administration (RHCSA)/ Red Hat Certified System Engineer (RHCE);
(iii) Microsoft Certified Professional (MCP)/ Microsoft Certified Solutions Associate (MCSA)/ Microsoft Certified Solutions Expert (MCSE); and
(iv) HCL/IBM Certified System Administrator for Lotus Notes and Domino.
(2) For non-civil service appointment purpose, ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to ‘Level 2’ respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.
(3) Candidates will be required to attend a selection interview cum written test. Where a large number of candidates meet the specified entry requirements, OFCA may devise shortlisting criteria to select the better qualified candidates for further processing. In these circumstances, only shortlisted candidates will be invited.
(a) performing project management, project planning, budgeting, quality assurance and vendor/ contract management for outsourced ICT projects;
(b) managing infrastructure including Microsoft platform, databases, web platform, virtualisation, containerisation, Linux, Storage Area Network (SAN)/ Network Attached Storage (NAS), HCL Domino systems, and other common applications for office environment;
(c) providing helpdesk and hotline support;
(d) providing technical advices to support business requirements;
(e) engaging and collaborating with stakeholders to meet the business objectives; and
(f) carrying out other technical and administrative duties as specified by the management.
(b) Rest days, statutory holidays, annual leave, maternity leave, paternity leave and sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance.

If a disabled candidate meets the entry requirements, he/she will be invited to attend the written test and/or selection interview without being subject to any additional shortlisting criteria. Applicants who have declared disabilities and are found suitable for appointment may be given an appropriate degree of preference over other applicants whose suitability for appointment is considered comparable to that of the former. (g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. They should submit copies of their official transcripts and certificates with their applications.

Applicants should attach a separate sheet to the application form setting out their employment record, as well as a detailed account of their relevant experience and skills in a prescribed Supplementary Information Sheet which can be downloaded from the OFCA webpage at http://www.ofca.gov.hk/en/about_us/job/index.html. Those who do not provide the separate employment record and the completed Supplementary Information Sheet may not be considered for interview. Please specify on the envelope “Application for the post of Assistant Information Technology Manager (Infrastructure)”. To avoid delayed or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting. Mail items bearing insufficient postage will not be delivered to the Office of the Communications Authority and will be returned to the sender or disposed of by the Hongkong Post, where appropriate. Candidates who are selected for written test and/or selection interview will normally receive an invitation (by email or by post) in about six to eight weeks from the closing date for application. Those who are not invited for written test and/or selection interview may assume that their applications are unsuccessful.
