Assistant Procurement Manager

Kowloon Tong

Duties
  • Work with a team of Procurement Officers and be responsible for the procurement activities of various service categories, on-campus services and insurance contract management;
  • Work closely with internal users to ascertain procurement needs and develop specification, as well as appropriate procurement strategy;
  • Process the full spectrum of procurement activities (including sourcing and supply market analysis, preparation of request for proposal/tender/purchase order/contract, review and closing of outstanding orders, vendor management, and report analysis);
  • Ensure compliance with the University's policies and procedures and maintain good record trail of transactions; and
  • Assist in ad-hoc procurement, on-campus services, insurance initiatives and report analysis.
Requirements
  • A Bachelor’s degree in Business Administration/Marketing/Procurement/Supply Chain Management or related disciplines;
  • At least 8 years’ relevant working experience with a minimum of 5 years’ supervisory experience in sizable organisation with exposure to procurement and commercial terms and conditions;
  • Demonstrated knowledge of sourcing techniques, procurement procedures and contract negotiation skills;
  • A high-motivated individual and a good team player with positive attitude, excellent communication skills and ability to work independently;
  • Proven ability to work closely with stakeholders; strong planning and sourcing techniques with contract management and analytical principles;
  • Good understanding and experience in corporate governance and compliance; and
  • Proficiency in using Excel and other Office applications, and good command of written and spoken English and Chinese (including Putonghua) are required.
  • Experience in commodity/category management, on-campus services and insurance contract management as well as Oracle e-Procurement system and e-Tendering system is preferred.
Shortlisted candidates will be invited for a written test.
Salary and Conditions of Service
Remuneration package will be highly competitive, commensurate with qualifications and experience. Appointment will be made on a fixed-term contract; fringe benefits include gratuity, leave, medical and dental schemes.
