Entry Requirements:
Candidates should have –
(a) (i) a Bachelor of Education (BEd)/ Postgraduate Certificate in Education (PGCE) / Postgraduate Diploma in Education (PGDE) from a Hong Kong tertiary education institution, or equivalent; or
(ii) a teacher's certificate awarded by the former Colleges of Education or the former Hong Kong Institute of Education, or equivalent;
(b) met the language proficiency requirements of 'Level 2' results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent [See Note 1]; and
(c) a pass result in the Basic Law and National Security Law test (BLNST) [See Note 2].

Special Education Posts (H to I)

for Post (H) Counselling, Guidance and Discipline
(d) a Hong Kong bachelor's degree in Psychology or Social Work, or equivalent; and
(e) four years' relevant post-degree experience in teaching, guidance/discipline or counselling work with children [See Note 3].

for Post (I) Special Education
(d) a Hong Kong bachelor's degree, or equivalent; and
(e) four years' relevant post-degree experience, including experience in teaching and/or providing support to students with special educational needs, and/or teaching in special schools, or equivalent [See Note 3].

Candidates should be responsible, self-motivated and enthusiastic; have a fine character and integrity; be committed to serve in the education field; and be able to communicate effectively in Chinese and English.

Note:
(1) The results of the Use of Chinese (UC) and Use of English (UE) papers in the CRE are classified as 'Level 2', 'Level 1' or 'Fail', with 'Level 2' being the highest.
'Level 5' or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE); or Grade 'C' or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE) are accepted as equivalent to 'Level 2' in the UC paper of the CRE. 'Level 5' or above in English Language of the HKDSEE; or Grade 'C' or above in Use of English of the HKALE; or Grade 'C' or above in English Language of the General Certificate of Education (Advanced Level) (GCE A Level), are accepted as equivalent to 'Level 2' in the UE paper of the CRE.
Candidates with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test result are accepted as equivalent to 'Level 2' in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period.

(2) All applicants for civil service jobs will be assessed on their knowledge of the Basic Law and the National Security Law. A pass result in the BLNST is an entry requirement for all civil service jobs. Only those candidates who have passed the BLNST will be considered for appointment.
For candidates who have not taken the relevant BLNST or have not attained a pass result in the relevant BLNST at the time of application, they may still apply for the job and arrangements will be made for them to take the relevant BLNST during the recruitment process.
Starting from 28 July 2023, job applicants could apply for the BLNST conducted by the Civil Service Bureau, the Education Bureau or various recruiting departments/grades, regardless of whether the BLNST is conducted before or after the implementation of the mutual acceptance arrangement, the pass result of which is mutually acceptable for applying all civil service jobs and teaching posts.

(3) Candidates should state the nature and relevancy of the post-degree experience.

(4) For general awareness, a locally-accredited Hong Kong bachelor's degree is at Level 5 under the Hong Kong Qualifications Framework (HKQF). While there are other qualifications under HKQF Level 5, for the purpose of this recruitment exercise, only bachelor's degree in the relevant subjects is acceptable. Duties:
Assistant Inspectors (Graduate) are mainly deployed on the following types of duties :
(a) conducting quality assurance inspection;
(b) assisting in professional training and development of educational professionals;
(c) assisting in curriculum development and review;
(d) provision of school-based support and school development;
(e) monitoring and provision of special education services; and
(f) assisting in formulation and implementation of other education policies.

Appointees are subject to posting to meet operational needs. Apart from posts in the subject streams they apply for, they may also be deployed to fill posts that are not subject-specific or in other related disciplines.

Terms of Appointment:
A new recruit will be appointed on civil service probationary terms for three years. Upon passage of probation bar, he/she may be considered for appointment on the prevailing permanent terms.

General Notes:
(a) If a new recruit progresses onto new permanent terms upon satisfactory completion of the probationary/agreement period, he/she will be eligible to join the Civil Service Provident Fund (CSPF) Scheme. The Government's contributions under the CSPF Scheme, including mandatory and voluntary contributions, follow a progressive contribution rates schedule ranging from 5% to 25% of the basic salary of an eligible officer at his/her substantive rank, depending on his/her completed years of continuous service on civil service terms. In general, the above-mentioned Government's contribution rate is 15% at the time when an eligible officer who has completed three years of continuous service progresses onto new permanent terms and joins the CSPF Scheme. (b) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.

(h) Where a large number of candidates meet the specified entry requirements, the Education Bureau may devise shortlisting criteria to select the better qualified candidates for further processing. In these circumstances, only shortlisted candidates will be invited to attend recruitment examination and/or interview.
(i) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to further shortlisting. Candidates who have declared disabilities found suitable for appointment may be given an appropriate degree of preference over other candidates whose suitability for appointment is considered comparable to that of the former. On-line applications can be made through the Civil Service Bureau's website (https://www.csb.gov.hk) or the Education Bureau's website (https://www.edb.gov.hk >"About EDB" > "Bureau's Information" >"EDB Recruitment") on or before 11 October 2024. Candidates who apply on-line should upload the softcopies of their diplomas/certificates and transcripts when completing the online applications not later than the closing date for application, or submit copies of their diplomas/certificates and transcripts by post or by hand on or before 18 October 2024 to the Appointments and Personnel Section, Education Bureau, Room 1636, 16/F, Wu Chung House, 213 Queen's Road East, Wanchai, Hong Kong. The candidate's on-line application number should be quoted on the envelope and the copies of all supporting documents. Please do not send in any originals of supporting documents.

II. Application by post or in person
The Application Form for Civil Service Posts in the Education Bureau [EDB (09/2024)] can be obtained from any Home Affairs Enquiry Centres of District Offices under Home Affairs Department, and Kowloon Tong Education Services Centre and Regional Education Offices of the Education Bureau. The application form can also be downloaded from the Education Bureau's website (https://www.edb.gov.hk >"About EDB"> "Bureau's Information"> "EDB Recruitment").

Completed application forms, together with copies of diplomas/certificates and transcripts in support of the academic qualifications attained, should reach the Appointments and Personnel Section, Education Bureau, Room 1636, 16/F, Wu Chung House, 213 Queen's Road East, Wanchai, Hong Kong on or before 11 October 2024. Please do not send in any originals of supporting documents. For applications by post, the date of the postmark should not be after 11 October 2024. Any late application with postmark after 11 October 2024 will not be accepted. To avoid delayed or unsuccessful delivery of applications by post, please ensure that the correct address is clearly printed or written on the envelope and sufficient postage has been affixed before posting. Mail items bearing insufficient postage will not be delivered to this Bureau and will be returned to the sender or disposed of by the Hongkong Post, where appropriate. Applicants will bear any consequences arising from paying insufficient postage. Candidates should state "Application for Civil Service Post(s) in EDB" on the envelope. Candidates are only required to submit one application form to apply for more than one civil service posts in EDB currently being advertised for recruitment. Candidates should indicate the post(s) they would like to apply for on the application form.

Candidates holding qualifications obtained from academic institutions outside Hong Kong should attach to their application copies of diplomas/certificates, transcripts of studies and official documents issued by the relevant academic institutions stating the mode of delivery (e.g. full-time/part-time, on campus/distance learning, etc.) of the study programmes. To facilitate the assessment of the qualifications, candidates should provide the supporting documents as mentioned above for all other relevant qualifications obtained as far as possible. Candidates holding local qualifications should attach copies of the documents stating the major and minor subjects studied in their degree courses and/or relevant subject training. Candidates should also state the nature and relevancy of the experience.

Qualified candidates are required to attend an Assistant Inspector (Graduate) Recruitment Examination. Only those who passed the written examination will be invited for interview. Candidates who are invited to sit for the Assistant Inspector (Graduate) Recruitment Examination will receive an invitation by post/email by around December 2024. Please ensure the mailing/email address is properly provided. The Recruitment Examination is tentatively scheduled for January 2025. As it takes time to verify candidates' qualifications, an invitation to the Recruitment Examination does not imply that their qualifications meet the entry requirements of the Assistant Inspector (Graduate) post. Those who are not invited to sit for the Assistant Inspector (Graduate) Recruitment Examination may assume that their applications are unsuccessful and will not be further processed.
