Salary:
HK$137,085 per month

Entry Requirements:
Candidates must be permanent residents of the Hong Kong Special Administrative Region (HKSAR) at the time of appointment and should have –

(a) a Bachelor’s degree from a university in Hong Kong, or equivalent;
(b) a minimum of 22 years’ full-time post-qualifications work experience, including at least five years of work experience at senior managerial level in private and/or public sectors;
(c) met the language proficiency requirement of Level 3 or above in English Language (Syllabus B before 2007) and Chinese Language in the Hong Kong Certificate of Education Examination (HKCEE) or the Hong Kong Diploma of Secondary Education Examination (HKDSEE), or equivalent;
(Note: Grade C in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to Level 3 respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.)
(d) excellent interpersonal and communication skills with good command of both written and spoken English and Chinese (Cantonese and Putonghua);
(e) excellent understanding of government affairs especially on talent engagement;
(f) proven experience in supervising and leading teams, particularly in coordinating with various business sectors, employers and trade associations, etc.; organising mega events, activities and gatherings for large groups; engaging with government officials and business counterparts in Mainland China and/or overseas countries; handling enquiries and complaints, providing support to requests for assistance; monitoring performance of consultants/service contractors; and
(g) strong leadership and managerial skills to oversee and guide a team up to the level of senior managers over strategic planning, programme implementation, stakeholder liaison and event management.

Other Job-related Requirements:
The hours and venues of work may be varied having regard to the operational needs of LWB. The successful candidate may be required to (a) work irregular hours, perform on-call/standby duties and work overtime, including evenings, weekends and public holidays; and (b) work outdoors occasionally.

Duties:
The Chief Manager (HKTE) Engagement and Support will assist Deputy Director of HKTE in delivering duties to formulate strategies for talent attraction and retention as well as provide facilitation and assistance to talents. Duties include –

(a) to oversee the operation of the Engagement and Support Section;
(b) to engage business sectors, employers and trade associations to organise activities and events for talents to help them build local networks for seeking employment and opportunities in Hong Kong;
(c) to maintain and develop a network of talents in Hong Kong, Mainland and overseas as a strong foundation for HKTE’s further engagement and outreaching efforts in scouting and trawling talents;
(d) to consider and draw up a menu of settlement support service for talents in Hong Kong and collaborate with suitable partners, including service consultants or intermediaries to provide the support service and handle enquiries and requests for assistance in settlement support;
(e) to oversee the good provision of enquiry service and settlement support service for talents/potential talents and efficient handling of related complaints;
(f) to collaborate with internal teams within HKTE to leverage synergies to enhance the overall impact and effectiveness of the office’s talent engagement and support strategies; and
(g) to perform any other duties as assigned by senior officers.

Terms of Appointment:
The successful candidate will be appointed on non-civil service contract terms. The contract period will commence on the first date of reporting duty and last up to 31 January 2026. Renewal of contract will be subject to the discretion of the Government.

Fringe Benefits
14 days paid annual leave will be granted to the successful candidate. The eligibility for rest days, statutory holidays (or substitute holidays), maternity / paternity leave and sickness allowance, where appropriate, is in line with those provided for under the Employment Ordinance. A gratuity may be granted at the end of the contract period if the appointee has satisfactorily completed the contract with consistently high standard of performance and conduct. Such gratuity, if granted, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15% of the total basic salary received during the contract period.

If a disabled candidate meets the entry requirements, he/she will be invited to attend the written test and/or interview without being subject to further shortlisting. (g) Holders of academic qualifications other than those obtained from Hong Kong institutions may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications.
