Senior Executive Manager (Youth Affairs)

(a) a bachelor’s degree from a Hong Kong university, or equivalent;
(b) attained “Level 3” or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) / Hong Kong Certificate of Education Examination (HKCEE), or equivalent [Note (1)];
(c) at least 8 years’ post-qualification full-time work experience, including at least 4 years of full-time work experience in managerial positions in digital project development and/or management (preferably in sizeable organisations or multi-national corporations);
(d) relevant experience in management of strategic membership programme or digital marketing will be an advantage;
(e) solid knowledge in managing mobile application and strong understanding of project management methodologies;
(f) a problem-solver with a youthful mindset and an understanding of the trends as well as forms and channels of communication among youth aged 18 to 35 in Hong Kong;
(g) able to work independently in a fast-paced environment;
(h) able to multi-task and work under pressure; and
(i) excellent co-ordination, interpersonal and communication skills with good command of both written and spoken English and Chinese. Knowledge of Putonghua will be an advantage.

(b) To work closely with different stakeholders and translate their business user requirements into practical system development proposals/solutions;
(c) To work closely with external contractors and monitor their performance, and provide supervision to the internal team in the mobile application’s functionalities and design, ensuring alignment with government objectives;
(d) To identify collaboration opportunities and cultivate strategic partnerships with other bureaux/departments, private and public sectors and/or other external partners;
(e) To plan and execute the publicity and promotion strategies of the youth-centric mobile application, recruitment of application users and generation of on-going public awareness;
(f) To develop and control project plans, timelines and budgets in relation to the development, maintenance and enhancement of the mobile application as well as related content and publicity; and
(g) To undertake any other duties as assigned by senior officers, including supervising the work of subordinates and working outside normal office hours.

(f) It is Government policy to place people with a disability in appropriate jobs wherever possible. If a disabled candidate meets the entry requirements, he/she will be invited to attend the selection interview/written examination without being subject to any further shortlisting criteria.
(g) Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications.
The new version of application form for Government jobs G.F. 340 (Rev. 7/2023) has been in use with effect from 26 July 2023. Candidates who apply for Government jobs advertised on or after 26 July 2023 should use the new G.F. 340 (Rev. 7/2023). If candidates submit the old version form (G.F. 340 (Rev. 3/2013)), they will be required to fill in the new G.F. 340 (Rev. 7/2023) afresh and submit it within seven days upon request. If candidates fail to submit the new G.F. 340 (Rev. 7/2023) within the stipulated deadline, their applications will not be processed further.
Completed application form should reach the Youth Affairs Division (1), Home and Youth Affairs Bureau, 11/F, West Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong on or before the closing date for application (the postmark date on the envelope will be regarded as the date of submission of application). Please mark “Application for Senior Executive Manager (Youth Affairs) (Youth Affairs Division (1))” on the envelope. Candidates should ensure that the correct address is clearly printed or written on the envelope and sufficient postage is affixed before posting to avoid unsuccessful delivery of application. Any underpaid mail items will be returned or disposed of by the Hongkong Post.
Applications which are late or incomplete will not be considered. Candidates who are selected for interview will normally receive an invitation in about 6 weeks from the closing date for application. Those who are not invited for interview may assume that their applications are unsuccessful.
