Job Summary

  • JOB DUTIES AND RESPONSIBILITIES
    • ROLE
The post of Energy Officer will be based in the Climate Action Office of Kilkenny County Council, as part of a multi-disciplinary team, and will report to the Climate Action Coordinator and Energy Performance Officer, or other officer designated by the Director of Services or the Chief Executive.

The Energy Officer will be responsible for a range of projects and initiatives to advance the local authority’s commitments on energy efficiency and emission reductions.

This is a challenging and exciting position and requires both a good technical knowledge of climate change and energy management and generation, and a strong project management, organisational, networking, communication and administrative skill set.
  • RESPONSIBILITIES.

The Energy Officer is responsible for the following specific duties:
  • Lead, with technical assistance from the Southeast Energy Agency, within the local authority to deliver on energy/emission targets and objectives.
  • Lead the implementation of ISO 50001 Energy Management System.
  • Monitor and Report on requirements for the local authority which involves the maintenance of M&R database for SEAI and liaising with Kilkenny County Council’s Fleet Manager and Facilities Manager in this regard.
  • Mentor local authority sections in ensuring all energy/emission statutory obligations of the local authority are met, such as addressing the gaps in meeting Kilkenny County Council’s energy/emission statutory obligations and help identify and develop EU and national level funding applications for energy/emission planning research and projects.
  • The procurement, management and certification of all Kilkenny County Council energy accounts.
  • Undertake any other duties as may be required to support the implementation of the local authority’s agenda on energy efficiency and emission reduction, and any other duties which may be assigned from time to time.


The requirements and duties of the post of Energy Officer may include the following:
  • Provide on-going support to Executive Management and Kilkenny County Council Energy Committee in the development of the Local Authority energy strategy with periodic review of energy policy, energy manual and an energy review presentation to Executive Management on an annual basis.
  • Keep the Local Authority up-to-date with energy efficiency and renewable energy developments, policy goals and legal obligations for the Public Sector.
  • Assist in the implementation and management of the Local Authority existing Energy Performance Contracts. Identify and develop any opportunities for future EPCs.
  • Support the delivery of the projects from the Register of Opportunities and onwards under the Pathfinder Programme in conjunction with the new Regional Energy Unit.
  • The duties of the office are to give the local authority and
(a) such other local authorities or bodies, for which the Chief Executive for the purposes of the Local Government Acts 2001 and 2014, is Chief Executive, and
(b) to any other local authority or body with which an agreement has been made by the local authority or by any of the authorities or bodies mentioned in sub-paragraph of the paragraph below,

Under the direction and supervision of the appropriate professional officer, such engineering services of an advisory, administrative, supervisory or executive nature as may be required by any Local Authority or body hereinbefore mentioned in the exercise and performance of any of its powers, functions and duties including the duty of assisting the Director of Services or other authorised officer, as appropriate, in the supervision of the engineering and cognate services of any of the foregoing local authorities or bodies and, when required to do so, to perform the duty of acting for the appropriate professional officer of higher rank during the absence of such officer of higher rank.
