Description
As the CEO of our EU Regulated entity and General Manager for Europe, you'll be the driving force behind our European operations, particularly focused on regulatory relations, public policy, and payments infrastructure whilst continuing to establish the company as a thought leader in the account-to-account payments space.
You'll be responsible for managing the relationship with the Central Bank of Ireland (CBI) and, as CEO of the EU Regulated entity, report to the board, working directly with the Chair and Non-Executive Directors.
You'll also oversee our local teams, ensuring that we're compliant and aligned with our broader company goals. As the face of the company in Ireland and a seasoned leader, you'll be comfortable representing True Layer at major industry events, liaising with government agencies and working to influence payments policy directly with the European Union's legislative bodies in Brussels.
What we expect from you as a General Manager of Europe:
  • General Management and Board
    • Work with the group to lead the vision, strategy, and operations of True Layer in the EU via its Irish Payment Institution License, passporting and local branches.
    • Manage directly all key PCF roles. Provide mentorship and guidance to the Irish team, ensuring they are supported and protected in regulatory and compliance functions.
    • Work with the PCF COO to oversee the group's product and service delivery.
    • Work with the group on go-to-market strategy, setting commercial goals for the EU.
    • Form part of the board as an executive director, working directly with the chair and independent non-executive directors (i NEDs) to ensure continued governance and compliance.
  • Payments & Risk Management
    • Provide strategic guidance on payments infrastructure, including local branches, IBANs, connectivity, and other related areas.
    • Demonstrate a strong understanding of the payments landscape and associated risks.
    • Exhibit a robust risk appetite, comfortable operating with early-adopter e-commerce merchants and in elevated -risk sectors such as online gambling and cryptocurrency exchanges.
Regulatory Relations & Public Policy
    • Build and maintain strong relationships with regulatory bodies, primarily the Central Bank of Ireland (CBI) but also other National Competent Authorities across the EU.
    • Represent True Layer in external industry forums, advocating for policies that support the company's growth and innovation.
Industry Leadership & Representation
    • Strengthen True Layer's influence by securing board seats in key industry associations.
    • Represent True Layer at major industry events, driving thought leadership and payments policy discussions across Europe.
About you:
  • Proven Leadership: Significant experience in a senior management role, ideally within a high-growth, regulated financial services business.
  • European Market & Regulatory Expertise: Deep understanding of the European market, regulatory environment, and competitive dynamics, especially in the payment or fintech sector.
  • Established Reputation: Strong existing relationships with the CBI and a recognised reputation within the industry.
  • Public Policy Expertise: Ability and experience in influencing public policy development at both national and EU levels.
  • Exceptional Communication & Public Speaking Skills: Ability to represent True Layer effectively in external forums, articulate complex ideas clearly, and influence very senior stakeholders.
  • Strong Payments Knowledge: In-depth understanding of the payments landscape, including infrastructure, regulations, and emerging trends.
We would be particularly excited if you have:
  • Previous experience as a PCF role holder in Ireland.
  • Previous experience as a board director.
  • Banking knowledge (relationships, infrastructure, network understanding)
  • Commercially minded. Experience in helping close larger merchant deals.
