Job Summary
The Information Security Project Leader is responsible for the day-to-day management of Cyber security within the Council to ensure the confidentiality, integrity and availability of the Council’s information and data.
The role of Information Security Project Leader in Cyber Security is an ICT Management role, and the successful candidate is expected to have relevant ICT technical skills and competencies.
The successful candidate(s) will be placed on a panel based on skills and experience and will be tasked with providing a high standard of Cyber-Security Management, Technical Support, Project Management, and ICT Service Desk Support for Galway City Council.
An ability to ensure quality and stability and a determination to professionally manage and resolve potentially complex issues in a fast-paced environment is required. The position will play a key role in the delivery of Galway City Council’s ICT services.
The Information Security Project Leader in Cyber Security will manage the security portfolio and related systems in the Council. The successful candidate will be part of the ICT Management Team and will constantly develop, implement, test, support and review the organisation's information networks, systems and infrastructure to make sure that the information systems are confidential, intact, and accessible.
The successful candidate should preferably have experience in managing vendors to help them oversee the daily security operations in cooperation with the external cyber security vendor. The role will need to align the Council with the National Cyber Security Baseline Standards.
The duties to be assigned include the following although this list is not exhaustive and may be reviewed from time to time as organisational needs require:
- Developing and implementing security policies, protocols & procedures: This involves creating comprehensive sets of controls, including policies, processes, and measures, to protect systems and data from threats.
- Managing the ICT Cyber-security team: Overseeing staff involved in information security, Supervise, Manage and Mentor ICT staff, including Training & Development needs.
- Securing network and digital assets: Oversee the continuous monitoring and protection of all ICT systems. Evaluate suspected security breaches and recommend corrective actions.
- Developing risk management assessments: They should be able to identify potential threats and create plans to prevent and mitigate problems.
- Conducting regular system tests: They should lead internal and external audits to ensure the effectiveness of security measures.
- Staying up to date with the latest security systems, standards, authentication protocols, and products: They should continuously learn about new threats and technologies to protect the company’s digital assets effectively.
- Continue to develop ICT skills as technology changes and to enter into an agreed personal development plan.
- Develop practices to ensure the full ICT Team are kept abreast of new technological developments, and to provide in-house training when required.
- Supervise and Participate in the Performance Management Development System.
- Responding to all security breaches: In the event of a security breach, they should have a plan in place to minimize damage and downtime, including communicating with the team and any external stakeholders.
- Ensuring compliance with the changing laws and applicable regulations: They should understand the legal implications of security and ensure the company is always compliant.
- Vendor management: Successfully manage the relationship with internal departments and external service providers. They should manage and coordinate with associated vendors, auditors, and consultants.
- Reporting and communication: Regularly report to the Head of Information Systems about the status of the information security program, incidents, and potential security risks.
- Possess a high degree of initiative and be able to work both as an individual and as a team member. Manage workload effectively within the team ensuring that the targets set for ICT are achieved.
- Responsible and Accountable for changes affecting the ICT infrastructure, ensuring such changes take place in a controlled and auditable manner.
- Responsible and Accountable for the integrity of the Council’s electronically held information and provide input into the Business Continuity plan where appropriate.
- Complete all mandatory training successfully.
- Collaborate on the design and execution of projects, leveraging an extensive understanding of current and emerging technologies within the realm of cybersecurity. Offer technical insights for initiatives undertaken by or affecting Galway City Council
- Provide insights into technical issues related to security, risk assessment, and threat mitigation. Additionally, assisting in the development of long-term, strategic plans for ICT requirements within the Council should include robust cybersecurity measures to safeguard sensitive data and ensure the integrity of systems.
- Provide 3rd level support to Galway City Council ICT infrastructure & Systems.
- General Office Management ensuring that services are delivered efficiently and in line with corporate objectives.
