Job Summary

Role:
Reporting to a Director of Service the Senior Engineer is charged with the efficient management, direction, and development of Monaghan County Councils DRCD Capital Delivery Team. Managers at this level work within defined parameters relevant to the position, in accordance with Monaghan County Council’s vision and objectives as set out in its Corporate Plan. Delivery of efficient services and value for money is crucial.

The Senior Engineer will be required to work closely with the Senior Management Team and Elected Members to deliver the full range of services, implement local policy decisions and deliver on strategic corporate objectives in accordance with the general policy direction of he elected council. Recognising Local Government as the main vehicle of governance and public service, the role will involve leading economic, social and community development, delivering efficient and good value services, and representing citizens and local communities effectively and accountably.

The Senior Engineer is an experienced managerial position within the DRCD Capital Delivery Team with responsibilities including:

Improved delivery timelines and budget management for Capital Projects, leading to projects delivered on time and within budget;

Improved approaches to Capital Project identification leading to high-quality applications ;

Improved claim for drawdown and audit/inspection process timelines with regard to Capital Projects;

More sustainable Capital Projects and reduced project risks;

More strategic approaches to Capital Project development, building of expertise within local authorities, and co-ordination of rural development works and DRCD-funded resources across the local authorities whose roles concern rural development (including Town Centre First/Town Regeneration Officers, Broadband Officers etc.) via a formal Rural Development Co-ordination Group that meets on a monthly basis;

Greater engagement with community groups to improve their capacity to deliver DRCD funded Capital Projects;

Improved communications in terms of quality, clarity and frequency, and updates to DRCD on Capital Project progress, including timely submission of regular progress reports, designation of a single local point of contact, and proactive inputs to any information management systems that DRCD maintain or develop;

Improved public communications output around DRCD capital schemes and improved co-ordination of associated openings, launches and announcements;

Active participation in a National Network of peers; and

End of year report describing the activities of the DRCD Capital Delivery Team and associated outputs.
