Job Description
THE SELECTED CANDIDATE WILL BE OFFERED A SALARY OF $58,526.

THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF CHILD WELFARE SPECIALIST*

The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Division of Youth and Family Justice (DYFJ) is responsible for oversight and management of secure and non-secure detention services for juveniles (e.g., youth) awaiting disposition in family, criminal, and supreme courts. The Close to Home (CTH) program, within the Division of Youth & Family Justice (DYFJ), is responsible for oversight and management of post-adjudicated youth placed pursuant to court order in a juvenile delinquency case in Family Court.

Under administrative direction, the Intake and Assessment Specialist will work within the DYFJ’s continuum to assess and identify the needs and strengths of youth for post-adjudicated placement. Specific duties will include, but are not limited to:

  • Conduct assessment interviews and conferences with juvenile delinquent youth and their families in various settings including detention facilities, schools, or home settings to determine the appropriate placement program and level of care the youth requires that is consistent with public safety and keeps the youth close to home, as well as administering appropriate screening of youth risk screening as deemed necessary.
  • Ensure all safety and risk concerns are fully identified and addressed prior to the youth’s Transition Meeting, complete a written assessment of the families’ strengths, needs, risks and placement referral are documented completed, and conduct any appropriate follow up post-placement to ensure that any outstanding issues are addressed.
  • Coordinate transition meetings and conferences with education staff, detention facilities staff, youth’s attorney, mental health staff, legal aid attorneys, and other sources that have information about the youth’s strengths, needs, risk, educational status, personal interests, and mental and emotional health to help determine the most appropriate level of service and programming for the youth.
  • Confer with the youth or family’s previous providers, if necessary, in order to help inform the assessment.
  • Develop written reports and/or assessments for judges, attorneys and give oral presentations or testify in court regarding the placement recommendations and appropriateness of the placement plan.
  • Assist families in developing realistic expectations of the placement process by offering in-depth information regarding the placement matching process and continuum of placement options.
  • Maintain complete and accurate records in Connections or other designated systems of record.
  • Report regularly to the CTH Director of Intake and Assessment concerning the progress of each child and family on assigned caseload and seek consultation from the Director and/or make recommendations to the Director concerning planning.
  • Complete administrative functions, including timely documentation and data entry.
  • Collaborate and strengthen partnerships with a variety of community representatives and stakeholders.

ADDITIONAL INFORMATION

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY OF $58,526.

Minimum Qualifications


1. A baccalaureate degree from an accredited college including or supplemented by 24 semester credits in one or a combination of the following fields: social work, psychology, sociology, human services, criminal justice, education (including early childhood), nursing, or cultural anthropology, with at least 12 of these credits in one discipline.

Requirements for Assignment Level II
a. Upon satisfactory completion of six months of training and experience at Assignment Level I, an employee shall be assigned to Assignment Level II.
b. Upon completion of one year of satisfactory experience at Assignment Level II of Child Welfare Specialist and satisfactory completion of the probationary period an employee shall receive no less than the minimum salary after 18 months in title.
c. To be appointed directly to Assignment Level II, a candidate must have, in addition to meeting the minimum qualification requirements set forth above, one year of satisfactory child welfare casework experience.
