If so, Waka Kotahi NZ Transport Agency invites you to apply for the role of Investment Case Lead for a transformative corridor programme. Te Whiwhinga mahi | The opportunity'' Position Purpose: The corridor programme is at a critical stage, poised to be delivered through an alternate design, build, finance, operate (DBFMO) procurement model. This model builds on the existing NZ PPP framework, incorporating an upfront development phase where NZTA will collaborate with a private sector partner to refine corridor designs, costs, and risks.As the Investment Case Lead, you will be at the forefront of developing and driving the approval process for the programme investment case-a pivotal workstream to secure NZTA Board and Cabinet approval, enabling procurement to progress by Q1 2025. This role will lead the production of compelling programme and detailed business cases for the corridor. Your leadership will be essential in planning, establishing, and managing a series of intense, concurrent workflows. You will ensure the effective integration of the programme, delivering value for money, meeting NZTA standards, and managing risks and uncertainties. Key Responsibilities:

  • Investment Case Development: Lead the development of a compelling investment case to secure approval for moving to PPP procurement by Q1 2025.
  • Approval Pathway Leadership: Guide the investment case through the approval process, gaining support from a diverse range of policy-related stakeholders.
  • Business Case Production: Ensure the investment case meets NZTA outcomes, including strategic, economic, commercial, financial, and management cases.
  • Innovation & Affordability: Champion innovative approaches to navigate affordability challenges through smart sequencing, specification, and delivery.
  • Programme Business Case Strategy: Develop and lead the corridor programme business case strategy at both programme and detailed project levels.
  • Stakeholder Engagement: Lead the confirmation of the route from Te Hana to Whangarei, ensuring swift progress and positive stakeholder support.
  • RFP Input: Contribute to the Northland corridor RFPs, encompassing external services such as client advisors, enabling contracts, geotechnical contracts, and main DBFMO contracts.
  • Relationship Management: Maintain strong relationships across governance forums and with public and private sector stakeholders to ensure project objectives are well-represented and understood.
  • Project Integrity & Coordination: Oversee commercial practices, client interface management, and stakeholder interactions to ensure the project's integrity and coordination at a senior level.

  • Leadership in Complex Projects: Extensive experience leading large and complex projects/programmes with a proven track record of delivering value-for-money outcomes in high-risk, large-scale infrastructure environments.
  • Transport Planning & Infrastructure: At least 15 years of experience in transport planning, business case development, and leading the development phases of major infrastructure projects.
  • Commercial Acumen: Strong commercial acumen, with experience in strategic commercial environments involving multiple objectives and diverse stakeholders.
  • Investment Capability Leadership: Expertise in leading investment capabilities across economics, procurement, funding, finance, and business case functions.
  • Stakeholder Management: Proven ability to navigate complex stakeholder environments, building and maintaining collaborative relationships with a wide range of stakeholders, including industry, local government, iwi, and community leaders.
  • High-Performing Teams: Demonstrated success in leading high-performing, multi-disciplinary project teams.
  • Strategic & Analytical Thinking: In-depth experience applying strategic analysis to complex issues, with strong influencing skills.
  • Communication & Integrity: Excellent communication skills, both written and verbal, with a reputation for integrity, honesty, and trustworthiness.
  • Organisational Skills: Highly effective planning and organisational skills, with the ability to manage time and prioritize work in a complex environment.
Qualifications:
  • Tertiary qualifications in a relevant discipline.
  • Professional project/management qualifications are preferred.
