Kaitohutohu Matua | Senior Advisor Policy - Kaitohutohu | Advisor - Treaty based Relationships

We are seeking dedicated individuals to join our team responsible for maintaining and nurturing relationships with post-settlement governance entities (PSGEs), groups yet-to-settle their historical Treaty of Waitangi claims groups, and other entities involved in Treaty-related agreements. A particular focus will be supporting our policy teams in working / engaging with those groups on policy implications for their arrangements, including how those arrangements are upheld through policy development and regulatory reform processes.
This includes:
- Working closely with PSGEs and other groups to build shared understanding of the interactions between Treaty settlements or related agreements and policy proposals or reform.
- Supporting the Upholding Treaty Settlements team to ensure discussions with PSGEs are informing approaches taken through reform, and Treaty settlements and related agreements are upheld.
- Providing expert advice and support to ministers around navigating relationships through regulatory change.
- Supporting policy teams to engage and consult with PSGEs and other Māori representative groups on settlement / Māori rights and interests implications in policy work.
- Key deliverables are outlined in the attached position description.
You will bring:
- Proven experience in writing high-quality briefing papers or other material to support Ministers / senior-leaders, including coordinating and working through feedback from different sources.
- In-depth knowledge of:
- Te Tiriti o Waitangi;
- Treaty settlements and other arrangements, the Treaty settlement process, and the historical context of settlements;
- Māori rights and interests;
- the Māori Crown relationship context.
- Demonstrated experience in engaging with Māori on complex matters, including (but not limited to) Treaty settlements or policy which interacts with Treaty settlements or related arrangements.
- Experience in engaging with Māori.
- A strong understanding of the machinery of government and experience in policy development, along with excellent written and oral communication skills, and well-developed policy analysis skills.
- Ability to liaise and collaborate with Treaty partners, and other policy and subject matter experts.
- Experience or expertise in any of the following would be beneficial:
- climate change or adaptation policy;
- RMA or regulatory policy;
- Takutai Moana.
Salary range for these roles are from:
- Senior Advisor: $108,976 to $132,277 p/a.
- Advisor: $79,598 to $96,372 p/a.
