We are seeking a highly skilled and motivated Senior Procurement and Contracts Officer to join our team and contribute to the success of our projects.
As a Senior Procurement and Contracts Officer, you will be a key player in supporting NPDC's strategic goals. Reporting to the Procurement and Contracts Lead, you will be responsible for managing procurement processes and contract administration, ensuring compliance with regulatory and organisational standards. Your expertise will be vital in achieving value for money, mitigating risks, and ensuring the successful delivery of capital projects and operational activities.
Tino takohanga Key responsibilities
Identify value for money opportunities with existing and new contracts and assist in negotiating contract price, terms and conditions by being solution-minded, outcomes-focused, proactive and collaborative.
Analyse, develop and administer contractual documents to ensure compliance with stakeholder specifications and policy requirements. Work in conjunction with Legal advisors to ensure compliance with legal, legislative and regulatory requirements.
Assist in processing of Contract Payment Claims
Prepare high quality documentation throughout the end-to-end procurement lifecycle from planning to contract award including Procurement Plans, Rfx documents, response forms, pricing templates, supplier communications, detailed requirements and tender recommendation reports.
Serve as independent point of contract for supplier communications during tender response periods and serve as Chairperson to evaluation moderations.
Work with stakeholders throughout the end-to-end procurement cycle to assist with procurement planning, risk management (including Conflict of Interest), forecasting and budgeting.
Coordinate with internal and external customers, as well as suppliers, to maintain effective working relationships and build partnerships.
Assist with process improvement or other duties (as assigned) related to procurement, supplier management, or contract administration.

Essential
5+ years administering commercial contracts.
5+ years’ experience developing, coordinating and facilitating competitive tender processes.
Broad knowledge of best practice procurement and contract management concepts and processes.
Demonstrated experience with procurement planning and developing a wide range of specifications and tender documentation across multiple categories.
Demonstrated experience successfully negotiating price and commercial contract terms and conditions
Strong interpersonal and relationship management skills, with a proven ability to proactively develop effective relationships with internal and external stakeholders.
Excellent verbal and written communication skills
Strong organisational skills, detail orientation and process driven mindset
Ability to manage multiple tasks and ongoing prioritisation of those tasks within complex environments that may have ambiguity
Outcome focused with a proven ability to support a broad range of teams while balancing priorities.
Desirable
Chartered Institute of Procurement and Supply (CIPS qualification, or significant procurement / commercial experience in construction and services sectors.
Specific experience with public sector procurement and knowledge of New Zealand Government Procurement Rules
Experience working with Kaupapa Māori, competency in Tikanga and a dedication to applying Te Ao Māori lens
Experience working in a complex public facing environment with working knowledge of Local Government legislation.
