HICON EU Senior Representative, NATO-JWC

Summary:
Yorktown Systems Group is seeking a qualified HICON EU Senior Representative to support NATO’s Joint Warfare Center’s (JWC) high priority exercises. JWC’s mission is to deliver high value exercises to NATO Command Structure and Force Structure entities and organizations in accordance with direction and guidance received from Allied Command Transformation (ACT) as well as SACEUR’s Annual Guidance for Exercise (SAGE) and the Military Training Evaluation Plan (MTEP). JWC employs a matrix-management organizational structure with staff Directorates and Divisions comprising the vertical component, and multi-year Exercise programs, led by Program Directors, providing the lateral component. By managing the multi-year Exercise programs, the Program Directors coordinate JWC’s contribution and support to NATO’s exercise and training program. the provider will be required to develop, produce, deliver, and archive new settings and scenarios, and update / review and deliver existing settings and scenarios, to include necessary consultation that complement and support the work carried out by JWC’s Scenario Branch. The ambition is to leverage professional, forward-thinking Provider(s) with the ability to bring creativity, novel design thinking and industry best practices to JWC’s business functions of designing, developing, and delivering exercise settings and scenarios, as well as directly supporting the delivery of NATO’s Major Joint Exercise Program.
Specific duties may include, but are not limited to:
- Portray and embed the EU realistically in the given exercise scenario providing subject matter expertise on all EU activities, particular on Common Security and Defence Policy (CSDP) / Common Foreign and Security Policy (CFSP) missions and operations.
- Act as focal point for the training audience for all political and practical matters relating to the EU during the exercise preparation and execution.
- Coordinate the activities of EU institutions represented in the exercise through HICON and GYC and agencies as well as Member States represented at the civilian level together with those of other relevant International Organisations.
- When required, provide recommendations for additional supporting EU representation or other relevant international Organisations to refine and/or improve the exercise scenario and play.
- Develop a challenging fictitious but realistic problem set for the EU’s involvement in the conflict with a view to translate these into the strategic and operational level political exercise script. To this end, coordinate with all other relevant political and military representatives to ensure coherency.
- Be prepared to assist the TA’s planning process by providing expertise on EU political and operational matters. This includes analysing the TA’s plans and documentation and their impact on EU political and operational matters.
- As part of HICON replicate / role-play identified personal interaction between the Senior EU representative for the political-military, strategic level and respective TA in BR events with the TA whether face-to-face, by VTC, phone, email or letter. This includes l the elaboration of agendas, speaking notes and minutes of meetings.
- Be prepared to perform additional duties as directed by Chief HICON.
Job Requirements:
Required Qualifications:
- Higher-level civilian or military education/degree.
- Possess EU citizenship.
- Demonstrate 4 years’ experience within the last 8 years of working at senior level (EU A 11+) for the European External Action Service, the Commission (e.g. ENER, INTPA, ECHO, HOME) or the Council.
- Demonstrate 3 years’ experience in the last 8 years in briefing the senior management level (e.g. Commissioners, General Directors, the Political – Security Committee, Parliament or similar national institutions).
- Demonstrate at least 1 years’ experience of EU crisis management activities, including EU CSDP/CFSP missions and operations.
- Demonstrate good knowledge of EU’s crisis management exercises (planner or participant) as well as experience in cooperating with NATO at least at the strategic level (e.g. CMX or PACE exercises).
- Demonstrated proficiency in English as defined in STANAG 6001 (Standardized Linguistic Profile (SLP) 4444 - Listening, Speaking, Reading, and Writing) or equivalent.
Clearance: Must possess an active NATO or U.S. SECRET or higher security clearance.
Location: NATO Joint Warfare Center, Stavanger, Norway
Travel: CONUS and OCONUS travel may be required.
