Under the guidance and general supervision of the Program Manager-PSEA, the Program Officer (NOB) PSEA will work closely with Implementing partners, PSEA Focal Points in the Field Offices, Gender Focal Points, Child Protection Section, all other Programme Sections to support in accelerating implementation and coordination of UN Harmonized IP Protocol/ IP PSEA Common Assessments across the office to strengthen prevention and response systems in both humanitarian and development contexts. The position will be based in Islamabad with frequent travels to UNICEF program areas. This assignment is expected to start by the 15th November 2024 for 364 days period to strengthen the UNICEF and CSO, and beneficiary capacity on PSEA; the Program Officer is expected to work on the key deliverables in close collaboration with UNICEF Pakistan staff, implementing partners, contractors, and PSEA network members, when assign by the supervisor.
Summary of key functions/accountabilities:
1. Support in accelerating implementation and coordination of UN Harmonized IP Protocol/ IP PSEA Common Assessments across the office.
  • With the guidance from the PSEA Program Manager, in collaboration with UNICEF sections, support partners to ensure PSEA policies and structures are aligned with standards and requirements as per UNICEF PSEA Implementing Partners Procedures and the UN Protocol.
  • Coordinate with the sectors to conduct the PSEA assessment of the Implementing Partners, monitor the implementation of policies and procedures, and community- based complaints mechanisms, to ensure policies and structures are aligned with standards and requirements as per UNICEF PSEA Implementing Partners Procedures and the UN Protocol.
2. Engagement with and Support to the Affected Population.
  • Assist PSEA Program Manager based in Islamabad with the design and dissemination of awareness training tools and facilitate events for all beneficiaries with an emphasis of their rights, what SEA and Child Safeguarding are, staff reporting obligations and options for reporting sensitive complaints and victim’s assistance.
  • Support PSEA Program Manage together with the UNICEF Pakistan SBC team, strengthen inter-agency community-based complaints mechanism incorporating UNICEF existing complaint and feedback mechanisms in line with PSEA good practice.
3. Internal Capacity Development and Technical Support to sections in implementing PSEA Task Force and UN Harmonized IP Protocol with government implementing partners.
  • With the guidance of the PSEA Program Manager, coordinate and update UNICEF Pakistan PSEA Action Plan and provide technical and monitoring support on the implementation of the PSEA Action Plan with Fos
  • Support to organize and coordinate PSEA Task Force
4. Partner Capacity Development, Institutional Development and Technical Support (including emergency contexts).
  • Conduct trainings for CSOs, UNICEF staff on new guidance issued by HQ on UN Common Assessments and UNPP requirements (together with PMFC)
  • Conduct virtual and face-to-face group training for implementing partners on need basis. (using the available PSEA toolkit training package, joint UN PSEA assessment protocol, GBV risk mitigation training package and other available products.
5. Supporting monitoring and follow up of CSO responses to SEA allegations.
  • Assist the PSEA Program Manager based in Islamabad to investigate/ fact finding exercises on Sexual Exploitation and Abuse (SEA) allegations where relevant refer allegations to the organization whose personnel are implicated and survivors to assistance in line with internal procedure and available pathways.
  • Together with Child Protection section to update mapping matrix of the referral services and formalize referral service mapping for Pakistan.
6. Support the Inter Agency coordination of PSEA Network and rollout of UN Victim Assistance Protocol (UN VAP).
  • Provide coordination support to PSEA FPs establishing/strengthening National and Provincial PSEA Networks
  • Participate and represent in the Inter-Agency PSEA Network meetings and events as necessary.

To qualify as an advocate for every child you will have…
Minimum requirements:
  • A university degree (Bachelors or Above) in one of the following fields is required: Social Sciences, Gender and development studies, Laws, International Relations, Government, Public Policy, Social Policy, Social Development, Community Development, or another relevant technical field.
  • A minimum of 2 years’ relevant and progressively professional experience working in development and emergency settings, on children’s and women’s rights, on violence prevention and response, in particular, sexual violence and other forms of gender-based violence; Child safeguarding programming and/or child protection.
  • Experience in and knowledge of UN, Pakistan and IASC policies and guidance related but not limited to PSEA, AAP, GBV and Child Safeguarding is desirable.
  • Fluency in English and Urdu is required. Knowledge of local dialect is considered an asset.
  • Background/familiarity with emergencies is considered an asset.
