Program Overview
Chemonics International, a US-based international development firm, is implementing the USAID Climate Finance for Development Accelerator (CFDA). CFDA is accepting applications from qualified professionals for the buy-in activity, the Pakistan Climate Financing Activity (PCFA). PCFA aims to mobilize public and private, domestic and international finance for increasing clean energy generation, clean energy systems’ resilience, and adaptation efforts through policy reform, awareness raising, and targeted activities to enhance the role of the private sector in Pakistan. PCFA has two primary objectives:
Objective 1: De-Risking and Catalyzing Investments in Clean Energy. Under Objective 1, PCFA will support the capacity and linkages for multilateral climate finance proposals for multilateral climate funds (Green Climate Fund, Green Environment Fund, Adaptation Fund). PCFA will build the capacity of relevant ministries in Pakistan for targeted proposal development support, support eligible local entities to become GCF Direct Access Entities (DAEs), and provide a platform for donor coordination. PCFA will also support the private sector, with the goal of building a pipeline of bankable and investable clean energy projects and firms, and linking those projects and firms with climate financing.
Objective 2: Catalyzing Investment in Resilience and Adaptation. Objective 2 aims to unlock and catalyze public and private finance to strengthen the climate resilience of Pakistan’s energy sector, catalyze investment into other sectors for developing climate-resilient infrastructure, and support the country’s National Adaptation Plan. PCFA will focus on improving the enabling conditions for investment, including shifting market incentives towards climate-smart investments, and increasing public funding allocated to achieving adaptation goals. PCFA will also seek to build capacity of relevant public and private institutions to adapt to climate change through awareness raising.

Principal Duties and Responsibilities
  • Align PCFA’s MEL activities with CFDA’s Monitoring, Evaluating, Collaborating, Learning, and Adapting Plan (MECLAP) and PCFA MEL Summary.
  • Using a CLA approach, design MEL processes and tools to enable project staff, USAID, government counterparts, and other stakeholders to continuously evaluate and adapt to changing contextual factors, use evidence-based decision-making to inform the strategic allocation of project resources, improve progress toward outcomes, and focus resources on activities that demonstrate impact.
  • Oversee collection and tracking of data through project, partner, and government records, surveys, evaluations, document reviews, special studies/assessments, interviews, etc., as part of monitoring and evaluation of the project.
  • Conduct data quality audits to ensure data meets quality criteria of validity, reliability, timeliness, precision, and integrity.
  • Lead the development and dissemination of learning and knowledge-sharing materials based on project results.
  • Prepare and present MEL progress and project learnings to the PCFA team, CFDA, and other stakeholders as relevant.
  • Prepare and submit Semiannual MEL Indicator Data and Progress Reports (each April & October) and Annual USAID Standard Indicator Data Entry (each October) to fulfill PCFA reporting requirements to USAID. Additionally, take the lead in reporting against indicators on USAID/Pakistan’s Pak Info system.
  • Periodically meet with the technical team leads to review the PCFA MEL Summary and ensure that the indicators still accurately measure progress.
  • Develop and deliver training sessions regarding MEL approaches/best practices to encourage knowledge-sharing and build team capacity in MEL-related tasks across the project.
  • Liaise with the US-based CFDA MEL Director on high-level project reporting requirements as needed.
  • Fulfill other duties as assigned.


Required Skills and Experience
  • Bachelor’s degree or equivalent in international development, business administration, economics, or a related field required. Advanced degree preferred.
  • At least 5 years of relevant MEL experience required. Experience managing or supporting USAID projects preferred.
  • Familiarity with qualitative and quantitative M&E data collection, verification, validation, and analysis methods, including tracking outcome indicators and conducting program evaluations.
  • Ability to conduct technical analysis and data visualizations.
  • Ability to determine key indicators to measure project impact and to develop measurement systems.
  • Well versed with handling database management systems. Familiarity with the Development Information System (DIS) and Pak Info preferred.
  • Ability to concisely summarize key learnings for dissemination and reporting.
  • Experience developing and conducting training on MEL approaches/best practices preferred.
  • Willingness and ability to get up to speed quickly on complex, technical topics in climate finance. Prior experience in finance, investment, CSR, innovation, sustainability, and/or climate preferred.
  • Ability to work in a fast-moving, fluid team setting with multiple stakeholders. Excellent interpersonal and client relationship skills.
  • Attention to detail, efficiency, creativity, initiative, and an orientation toward collaboration and problem solving. Strong organizational skills.
  • Ability to foster and demonstrate a workplace inclusive of creating opportunity, serving others, building trust, innovation, and exceeding expectations.
  • Advanced English and Fluent Urdu language skills required.

Reporting Position Location
The Monitoring, Evaluation and Learning (MEL) Specialist will report to the PCFA Team Lead or his designee, and in the Chemonics headquarters, with the Climate Finance for Development Accelerator MEL Director The position will be full time and will be based in Islamabad, Pakistan.
