About the Organization: Pak Mission Society (PMS) is a national relief and development organization established in 2004 and registered on 13 February 2008 under the Societies Registration Act XXI of 1860 at the Office of the Provincial Registrar Joint Stock Companies & Societies, Peshawar, Khyber-Pakhtunkhwa, Pakistan. Pak Mission Society was initiated by a group of Christian professionals whose collective vision was to bring hope and love by responding to human suffering and disasters through emergency relief efforts and delivering long-term rehabilitation and development programs. Pak Mission Society was established to reach and serve unreached and underprivileged communities regardless of race, gender, ethnicity, class, religion, and social background. The organization aims to catalyse holistic transformation and development through relationships based on dignity and respect and the transparent, fair, rights-based allocation of relief and development resources.Since its inception, Pak Mission Society (PMS) has focused on working with communities in Pakistan’s most difficult-to-access and impoverished areas such as District Kohistan and District Shangla in the north of Pakistan, District Sanghar in Sindh, District Rajanpur in Punjab, District Peshawar in KP and District Lasbella in Balochistan.

Job Summary: The Programme Manager- Climate Action will be responsible for overall delivery of climate action projects. The programme manager should be able to initiate innovative interventions where needed to achieve project goals and outcomes. The programme manager will also be responsible of ensuring the operationalisation and usage of the new Haryali Hub of PMS. The programme manager will be responsible for networking and partnership with various related government line departments such as CDA, Ministry of Climate change and other CSOs etc. for achieving advocacy related objectives of the undersigned projects. The programme manager must ensure participation of PMS in all climates related working groups, think tanks etc. where it can amplify its project’s interventions and avoid duplication of efforts with other CSOs working in the same thematic area.
The Programme Manager- Climate Action will be the implementation focal person for PMS climate action interventions. He will assist/collaborate with the technical lead of Climate action in a) devising activity strategies of technical nature and b) identifying new project opportunities, preparing first draft of proposals and ensuring the proposals are quality assured by senior management and submitted to funding partners within the deadline.

Objective # 1:


Programme Management

  • Lead the planning, implementation, monitoring and closing of Climate Action Projects
  • Ensure all project related donor compliances are being met.
  • Ensure facilitation of donor visits, spot checks etc.
  • Engage with MEAL team to ensure regular monitoring and reporting of project interventions with initiation of course correction where needed.
  • Ensure all Project Documentation is signed and Approved by the Senior Management.
  • Ensure Monthly Planning of Programme activities with reporting on Planned vs Achieved on monthly basis. (Project/Program Review Meetings)
  • Ensure programme risks are managed, in case of any new risk, it is swiftly escalated to Senior Management for devising a robust mitigation strategy.
  • Ensure adaptive and flexible programming where needed.
  • Lead the Advocacy components of the undersigned projects with support from the technical lead.


Objective # 2:


Programme Financial Management

  • Conduct monthly and quarterly financial planning to track project expenses and forecast future financial needs.
  • Ensure project financial forecasting is realistic and up to date.
  • Report to Head of Programme on programme’s financial performance on monthly basis in Bv A meetings.
  • Ensure Budget consumption plans are aligned with any revisions in the detailed implementation plan of the Programme.
  • Ensure projects burn rate is according to the DIP and agreed timeline with the donor.
  • With support from finance team ensure financial proposal are prepared and reviewed within the stipulated time frame.
  • Prepare for internal and external audits by maintaining accurate financial records and documentation.
  • Identify financial risks associated with projects and develop strategies to mitigate those risks effectively.


Objective # 3:


Coordination/Networking/
Partnership

  • Well informed regarding the existing legislation/policies/strategies related to Climate, environment etc.
  • Engage and build working relationships with all relevant stakeholders such as Ministry of Climate Change & Environmental Coordination, Capital Development Authority, PCAN, EPA etc.
  • Engage and build relationships with relevant line departments, legislators, policy makers to collaborate on advocacy related aspects of the programme.
  • Engage and participate in all relevant UN forums, working groups and CSOs collaboration platform.
  • Explore opportunities for corporate social responsibility (CSR) partnerships with businesses i.e. Private sector.
  • Engage private sector entities in providing technical expertise, resources, and market linkages.


Objective # 4:
Team Management

  • Provide clear direction and leadership to project teams, promoting a collaborative and motivated work environment.
  • Identify and assign roles and responsibilities to team members based on their skills and project requirements.
  • Regularly assess team performance against project goals and objectives, providing constructive feedback and support.
  • Facilitate training and professional development opportunities to enhance team members' skills and knowledge related to climate action.
  • Address and resolve conflicts within the team promptly and effectively, ensuring a harmonious working environment.
  • Manage the allocation of resources, including personnel and materials, to optimize project efficiency and effectiveness.
  • Ensure open and effective communication among team members and between different project teams to promote collaboration.
  • Collaborate with team members to set clear, achievable goals and objectives for projects, aligning them with overall program aims.
  • Monitor team workload and provide support to prevent burnout and ensure a balanced distribution of tasks.
  • Prepare and present regular updates on team progress, challenges, and achievements to stakeholders and senior management.


Objective # 5:


Technical Role

  • Assist and coordinate with the Technical Lead for technical review and validating of the proposals, reports, SOPs, guidelines etc. before submitting them to the HOP.
  • Ensure all reports and proposals submitted to the HOP have been technically validated.
  • Lead/contribute to the climate action-related survey/reports.
  • Any other task assigned by the line manager/management.



Job Specifications:


Education:
  • Master’s degree in Environmental sciences/Engineering, Climate Sciences or any other related field.
Work Experience:
  • At least 07 to 08 years of experience in project and programme implementation.
  • 2 to 3 years of experience in Advocacy projects/programmes.
