Context:
Pakistan is recovering from the devastating flooding that hit the country in 2022, affecting more
than 33 million people. In addition, Pakistan is hosting over 2 million Afghan nationals, many of
whom lack adequate access to services. Following a humanitarian-development-peace nexus
approach, IOM Pakistan established its Humanitarian, Resilience and Recovery Division
(HRRD) to support vulnerable Afghan nationals, host communities, displaced individuals and
communities affected by disasters and natural hazards. IOM HRRD supports populations in
need through a comprehensive approach targeting life-saving humanitarian activities, protection
assistance, and basic needs. It is also aiming at mitigating risks, enhancing preparedness, and
driving durable solutions to displacement through limiting impacts of climate change, as well as
by supporting recovery, resilience-building, self-reliance and development activities. HRRD is
composed of 5 units, namely: Protection; Displacement Tracking Matrix (DTM); Community
Resilience, Livelihood & Recovery (CRLR); Emergency Health; and Shelter, Settlement &
WASH.


Under the overall supervision of the Chief of Mission (Co M), the direct supervision of the Senior
Programme Coordinator (Emergency and Post-Crisis), and in close coordination with the
Programme Managers, the Programme Officer (Operations) will oversee and coordinate
implementation of programme activities for all HRRD units in compliance with established
policies and procedures, IOM’s and donors’ rules and regulations, and legal requirements to
support high-quality programme implementation.

Core Functions / Responsibilities:
1. Working in collaboration with HRRD’s programme managers, oversee and coordinate the
implementation of the HRRD portfolio including Protection; Displacement Tracking Matrix
(DTM); Community Resilience, Livelihood & Recovery (CRLR); Emergency Health; and Shelter,
Settlement & WASH, by ensuring quality delivery of projects activities in line with IOM’s policies
and procedures, as well as donor requirements.

2. Provide operational management support to the Senior Programme Coordinator, as well as
guidance and technical advice and support to HRRD units and programme managers,with
respect to programmatic strategy and implementation, including where to focus programme
resources and address operational challenges as they arise.

3. Oversee field level coordination amongst HRRD programming and ensure adequate
utilization of resources across all units to avoid duplication of common services by the field
offices.

4. Through regular visits to the operation areas, monitor and assess progress against
programme and specific projects’ objectives, including Implementing Partners’ (IPs)
agreements, advise on improvements and corrections and share regular updates and briefings
with government and local authorities.

5. Develop, disseminate and coordinate the regular updating of assessment and monitoring
tools. Prepare Standard Operating Procedures (SOPs) for intersectoral programme activities
and ensure that the objectives set in programme documents and budgets, M&E frameworks and
workplans are followed by HRRD units throughout the projects cycle.

6. In coordination with the HRRD M&E Officer, oversee the implementation of the common
Monitoring and Evaluation (M&E) framework to incorporate regular reporting requirements and
impact evaluation strategies.

7. Develop and organize the HRRD capacity building plan across units, conduct relevant training
sessions, mentor and support staff, and provide substantive technical and programmatic support
to ensure the achievement of programme’s objectives.

8. Lead official visits to field locations and ensure the inclusion of up-to-date and accurate
information in all programme updates, talking points, briefs for donors, government, and other
stakeholders.

9. Establish, maintain and further expand strong relationships across UN Agencies,
humanitarian organizations, government and community interlocutors, and with a broad range of
other local partners toward the successful implementation of the HRRD programme activities
and timely information sharing among partners.

10. Represent IOM in coordination forums and in partner meetings, briefings and conferences at
national and provincial level and ensure the respect of programmatic engagements and
commitments with partners.

11. Identify the priorities arising during the implementation of the programme and design and
develop new projects under the programme and activities based on results framework and in


response to emerging trends and priorities, as well as donor interests and requirements.
12. Ensure that all proposals support multi-sectoral programming, are complementary to the
ongoing projects in the area of responsibility and in line with community needs and
requirements.

13. Ensure timely and quality preparation and submission of all programme reports, in
coordination with the HRRD programme managers and programme support officer according to
requirements of IOM, donors and relevant stakeholders.

14. Prepare visibility and communications materials in coordination with the Programme Support
Unit (PSU). Establish and maintain strong communication flows between the field offices and
the programme support unit for better visibility of the projects. Work with the communication
team and the
programme managers to gather success stories and other relevant materials that show the
impact of IOM field activities.

15. In coordination with the Resources Management Unit of the CO, ensure that the
administrative functions of field offices are adapted to the need of the HRRD programming and
fully compliant with IOM’s rules and regulations.

16. Undertake regular travel duties, including regular visits to field locations and offices, to
coordinate, develop and/or support programme implementation and to resolve issues.

17. Perform such other duties as necessary.
Required Qualifications and Experience:
Education
  • Master’s degree in International Relations, Conflict Resolution, Humanitarian Affairs,
Management, Social Sciences or a related field from an accredited academic institution with five
years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.
Experience
  • Experience in implementing projects activities and managing field operations in complex
environments;
  • Experience in programme conceptualisation, development, monitoring, reporting and
evaluation;
  • Experience in project management and capacity-building activities;
  • Experience in managing implementing partners agreements and overviewing IPs field
activities;
  • Experience in liaising with government stakeholders, donors, partners, communities and
beneficiaries;
  • Experience in organizing consultations, workshops and seminars with high level stakeholders;
and,
  • International experience in humanitarian settings at managerial level, in emergency and
conflict environments. Skills
  • Familiarity with financial and business administration;
  • Sound and proven understanding of internal and international migration issues in the country
and in the region;
  • In depth knowledge of the broad range of migration related subject areas dealt with by the


Organization; and knowledge of UN and bilateral donor programming;
  • Proven ability to establish and maintain strong working relations with relevant Government
counterparts, international organizations and private sector entities;
  • Excellent leadership, coordination, and information management skills;
  • Detailed knowledge of the UN System, NGOs and other international organizations/institutions;
  • Knowledge of migration data, migration patterns in South Asia and ability to negotiate with
government authorities;
  • Good knowledge of human and financial resources management;
  • Strong conceptualization, analytical and writing skills;
  • Strong communication, organizational and interpersonal relationship skills;
  • Ability to meet deadlines and work under pressure with minimum supervision; and,
  • Ability to establish and maintain partnerships with development partners, government
counterparts, UN agencies, local authorities and other relevant stakeholders.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another
official UN language (Arabic, Chinese, French, Russian, and Spanish) and/or other languages
spoken in Pakistan is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
