The Revenue Mobilisation, Investment and Trade (REMIT) is a 39-month (2021 – 2025) program funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) and is implemented by Adam Smith International (ASI). The program provides technical assistance (TA) to Pakistan with a broader objective to implement reforms for strengthening macroeconomic stability and improving conditions for high and sustained growth, mutual prosperity, job creation, and poverty reduction. The Programme works towards supporting the Government of Pakistan, its relevant ministries, institutions, and departments to strengthen revenue mobilization reforms/initiatives, address investment environment challenges, facilitate trade and drive competitiveness by reducing trade barriers, and improve the macroeconomic policy and its management.
The recent IMF staff level agreement reached for a USD 7 billion Extended Fund Facility (EFF) programme includes a commitment to reforms of the government’s subsidy reform programmes. In particular, the Mo F aims to evaluate subsidies and grants for optimization and better targeting. In particular, REMIT will provide the Ministry with support in analysing export subsidies in view of the recent abolition of favourable tax treatments. The impact of the current agriculture focused subsidies will also be assessed, with policy options for efficiency and improved targeting being generated.
Job Summary
The senior policy expert will oversee analysis of cost and incidence of export subsidies and agriculture subsidies. They will also monitor collection of data and subsequent data analyses on the incidence and effects of the subsidy programs. They will take the lead in authoring a review of similar subsidy programs and alternative policy options relevant to the policy objectives of the agriculture and export sector subsidies. A key dimension of this job will be to develop reforms options for the subsidy programs, for improved targeting and effective results, and work out their fiscal costs.
Duties and Responsibilities

Consultation and Stakeholder Engagement

Lead in consultations with key officials in MOF to gather data
Organize workshops for data validation, to discuss findings.
Lead consultations focused on reform options.

Data Collection and Analysis

Support the collection of data on export subsidies and subsidies targeting the agriculture sector;
Review similar subsidy programs and alternative policy options relevant to the policy objectives of the agriculture and export sector subsidies
Assess the benefits and effects of the subsidy programs;

Development of Reform Options

Formulate subsidy reform options along with their fiscal costs;
Develop options for sharing of BISP funding with the provinces

Qualifications and Experience:

A minimum of 15 years of experience in economic reform, in particular the management of subsidies
Strong understanding of economic policy
Expertise in policy design and legal amendments.
Strong financial modelling skills.
Minimum master’s, preferably Ph D qualification in economics, law, or related field.
Strong review and analysis skills, with the ability to review technical policy and legal documents.
Ability to engage with senior-level government officials, and to facilitate the process of getting things done vis-à-vis timelines, responsibilities, and resources required to deliver individual actions.
Excellent record keeping, report writing, communications, and presentation skills.
Excellent oral and written English.

Reporting
The consultant will report to the REMIT Team Lead and REMIT Macroeconomy Lead.
