CARE’s programs focus on helping Pakistan achieve its Sustainable Development Goals especially in the areas of Health, Education, Women’s Economic Empowerment and Emergency Preparedness and Response (EPR). Since starting operations in Pakistan, CARE has responded with life-saving support to a series of large-scale disasters. CIP works through its local partners and a range of stakeholders for development, as well as emergency response related interventions, which makes collaboration a key component of its work, across the country. We are a nationally inclusive organization that strives to support the most vulnerable communities all over Pakistan, with particular attention to women and girls and youth.
I. JOB SUMMARY:
AAWAZ II programme focuses on social inclusion, and protecting the rights of women and children. Partnering with the CARE consortium. The programme aims to foster social norms change, engage communities, and generate evidence-based interventions to address complex issues like child marriage, GBV, and the exclusion of special interest groups. AAWAZ II promotes community engagement, social action research, and capacity building to enhance civil society's ability to influence p
olicy and protect vulnerable populations. Through coordinated efforts, the programme seeks to drive legislative and policy changes to support social cohesion and inclusion.
The Safer program adviser will contribute in the implementation of an anticipated award of a social change project funded by the Foreign, Commonwealth & Development Office (FCDO). This role requires strategic vision who ensures safer recruitment and staff training; governance and accountability; accessible reporting pathways; transparent case management; strict codes of conduct; clear policies and procedures; and learning and information sharing between partners including community members are safeguarded from any intentional or unintentional safeguarding risks that arise from how programs are designed and delivered. Safer Program Adviser will be responsible for coordinating and implementing the inclusion and integration of CAREs and FCDO Safer Program Standards into this project. The Technical Advisor – Safer Programs will work with the CARE safeguarding team, CO and other program team member to integrate safer program standards into the project.
II. RESPONSIBILITIES AND TASKS:
Job Responsibility #1: Development of Safeguarding Plan Development and Tools Time: 15%
  • Collaborate with the global safeguarding team, CO leadership, program team, and implementing partners for the development and execution of safer program tools and resources.
  • Lead the development and refinement of inclusion and safeguarding strategy, policies and safeguarding risk management plan based on CARE International Safeguarding Policy.
  • Collaborate with management to embed safeguarding principles into organizational culture. Lead the assessment of safeguarding risks posed by the project, a programme risk register, and a safeguarding risk management plan will be produced.
  • Ensure compliance with organizational, national, and international safeguarding standards.
  • Led project safeguarding audit of the AWAZ II project to identify strengths, weaknesses, and opportunities in how safer program standards are currently embedded.
  • Develop a safeguarding action plan to ensure the safer program standards are implemented into the AWAZ II project.
  • Working with program team staff to develop standardized tools and resources to enable safer programming.
  • Use tools and resources with project staff and program participants, reviewing and adapting to ensure they are fit for the local context and partnership
  • Reviewing and feeding back on the progress of embedding safer program standards.
Job Responsibility # 2: Integrating and Adapting Safeguarding Tools and Resources into the AWAAZ II Project: 50%
  • Leading project safeguarding audit of the AWAZ II project to identify strengths, weaknesses, and opportunities in how safer program standards are currently embedded.
  • Working closely with AWAZ II project staff; develop safeguarding action plan to ensure the safer programs standards, identify opportunities to embed safeguarding standards, tools, and resources.
  • Implement the safeguarding training, including Prevention of Sexual Exploitation and Abuse (PSEA) for all staff, volunteers, and consultants.
  • Ensures the program include actions and budget to prevent and respond to sexual exploitation and abuse, and child abuse.
  • Conduct the safeguarding risk assessments in collaborating with staff and program participants. Including information on the national and local safeguarding risks, legal context, and patterns of harm and abuse, and identifying safeguarding risks associated with program implementation.
  • Create awareness raising materials and activities for safeguarding which have been designed in collaboration with affected populations to ensure messages are understood and culturally appropriate.
  • Make sure that the community members take action and benefit by interventions taken to address child marriage, GBV, modern slavery, and intolerance. Develop and implement the safer programming planning tool in context to local needs and consider the links between the spaces where harm is experienced and how these are shaped by power/inequalities.
  • Feedback and Accountability Mechanisms (FAM)- Ensuring Feedback and Accountability mechanisms are in place and have been established in consultation with participants. Ensuring FAMS are safe, accessible, and appropriate for different groups of program participants.
  • Survivor Support - Mapping survivor response services in each project location, so that survivors of abuse have access to functioning referral pathways for a comprehensive range of services (medical, psychosocial, legal etc.)
  • Establish a system for staff, volunteers and others access to psychosocial support services, ensuring a supportive and empathic environment, and recognising that these programming themes may have an emotional and psychological impact on staff working closely in communities.
Job Responsibility #3: Coordination and Liaison with Govt. and External Actors Time: 10%
  • Carry out Safeguarding due diligence and capacity building with partners.
  • Assessing partners capacity for safeguarding implementation and developing a capacity strengthening plan for those partners identified as having limited safeguarding capacity.
  • Lead the partners to complete a safer programmes audit of their internal safeguarding and child protection systems which will identify any gaps in practice and include plans for strengthening safeguarding across the project ensuring adequate safeguarding assessments area part of due diligence processes when considering new partnerships.
  • Ensuring when engaging in partnerships, sub-grant or sub-recipient agreements, these agreements include reference to CAREs Safeguarding Policy, role and responsibilities for implementation and expressly state that the failure of those entities or individuals to take preventive measures against abuse shall constitute grounds to terminate such agreements.
  • Implement and maintain safeguarding systems including working with service users to develop accessible mechanisms for reporting concerns which is aligned with Core Humanitarian Standard (CHS) and IASC principles related to sexual exploitation and abuse establish appropriate security and safeguarding arrangements to protect personnel and third parties. This includes risk assessments, emergency response plans, and security briefings tailored to the specific needs of high-risk environments; Establish clear and open communication channels for reporting and addressing any concerns or incidents related to safety and well-being. This includes a confidential reporting mechanism and prompt response protocols.
Job Responsibility # 4: Capacity Building of Staff Time: 10%
  • Assess safeguarding training/capacity building needs for the program staff and partners.
  • Design and implement ongoing, targeted training and engagement to build capacity of project teams, including plans to ensure appropriate knowledge is sustained despite turnover and transitions. Provide training and resources to local organizations and community leaders to build their capacity in promoting social cohesion, safeguarding minorities, and protecting children. Conduct introductory safeguarding training, including Prevention of Sexual Exploitation and Abuse (PSEA) for all staff, volunteers, and consultants.
Job Responsibility #5: Representing CARE in Local and National platform for Protection and Safeguarding Time: 10%
  • Make sure that interventions meet CIUK’s safeguarding standards and that local partners’ safeguarding capacities are assessed and support provided to strengthen systems, including case management procedures, where needed.
  • Linking CARE and its partners with the existing platform for GBV prevention, child protection and safeguarding.
  • Facilitating and advocacy dialogue around GBV prevention, child protection, social safety net, conflict resolution and safeguarding with local and national actors.
  • Closely work and participate in UN platform representing CARE Pakistan
6- Other Responsibilities as Assigned (5% of time)
  • Any other tasks or responsibilities based on organizational and programming needs as assigned by the Line Manager.
A) Qualifications (Know How)
Required
  • Masters/ Bachelors degree with 8 to 10 years of relevant experience with INGO or UN in safeguarding/protection.
  • Atleast 3 years experience at advisor or manager level experience in safeguarding/protection.
  • Proven experience of development and implementation of safeguarding strategies and risk management plans for similar programs.
  • Have experience of delivering trainings and capacity building programs.
  • Prior experience of developing the capacity of local organizations in safer programming.
  • Familiarity with safer programing principles of key donors such as FCDO, USAID, UN agencies.
B) Experience/ Technical Skills
  • Competent in facilitating training and awareness raising with staff and communities.
  • Experience of working directly with vulnerable groups.
  • Able to communicate with impact. Analytical and Strategic, Strong relationship-building skills
  • Demonstrated experience of working directly with local communities
