Background:
Pakistan is the fifth youngest and sixth most populated country in the world with 70% of its population comprising of young people. However, the prevailing high level fertility rate and the age structure are not leading the country to benefit from the demographic window of opportunity. This large cohort of youth is seen as the beacon of prosperity capturing the demographic dividend in Pakistan Youth development is critical for young people to realize their capabilities to pursue gainful and decent employment, education opportunities, health and wellbeing, as well as civic and political empowerment.


The transition from adolescence to adulthood is a significant period wherein young people go through a rapid transition at multiple levels; physical, emotional, intellectual and social. The decisions they make during this stage will determine not only their own future, but for their families and communities. However, young people in Pakistan face major barriers to achieve their full potential. Young women are particularly vulnerable. The spectre of gender inequality in Pakistan is large. According to the World Economic Forum, Pakistan ranks 151 out of 153 countries on the Global Gender Gap Index (2019). 29 percent of women were married before 18 years of age. 32 percent of ever-married women aged 15-49 have experienced physical violence. The youth unemployment rate is presently higher than the adult unemployment rate.


Pakistan has, in recent years showed its resolute commitment to youth development, evident from the adoption of the 2030 Sustainable Development Goals (SDGs). the 2030 Agenda calls for the development and activation of sound, evidence-based youth policies and actions to ensure its full realization. Investing in in-depth analysis of disaggregated data to enable identification of the specific needs of adolescents and youth will contribute to strengthening federal and provincial policies and programmes. The Prime Minister’s Youth Programme is a pioneer programme that seeks to fulfil Pakistan’s global commitments through youth empowerment and engagement with the main focus on mainstreaming marginalized youth groups.


UNFPA has a longstanding partnership with the Prime Minister’s Youth Programme to increase investment opportunities for young people’s reproductive health, skill development and to promote their participation in the design of federal and provincial policies and programmes.
Following the Global Commonwealth Youth development Index, Pakistan conducted an ational youth development Index in 2021. The Prime Minister’s Youth Programme together with line ministries is now aiming at conducting another Y
Place where services are to be delivered:
The consultant will be expected to work from the Prime Minister’s office and regularly report to the UNFPA office in Islamabad.
Delivery dates and how work will be delivered ( e.g. electronic, hard copy etc.):
The key tasks of the consultant will include:
1. Review the previous National Youth Development Index against available data/ data sources on adolescents and youth in Pakistan with respect to key indicators education, employment, engagement, health and wellbeing (Global Youth Development index – GYDI, Demographic and Health Survey (PDHS), Pakistan Social and Living Standards Measurement – PSLM, Multi indicator Cluster Survey. Analyse GYDI and NYDI frameworks in detail.
2. Development of a comprehensive tool identifying data set and indicators for the YDI in accordance with international, national commitments and Sustainable Development Goals with a clear methodology for the YDI and suggest data collection, analysis, indicate data sources, availability, survey design, calculation of index.
3. Built consensus on the indicators through following a consultative process with the relevant stakeholders including Pakistan Bureau of Statistics, National Institute of Population Studies, Ministry of Education, Labour, Health, UN agencies, academia, research institutes and others.
4. Schedule and conduct the consultative meetings with the relevant stakeholders for the finalisation of the tool.

Deliverables
1.Inception report: a detailed work plan for the activities indicating delivery dates and timelines for the desk review, consultations with key stakeholders and validation workshop; including identification of key stakeholders/ focal persons from PBS, NIPS, Ministry of Health/ Education/Labour and other relevant Ministries.
Methodology – survey design, data sources, tools for data collection, data analysis and reporting
2.Desk review: Analysis of the previous National Youth Development Index, identifying existing gaps, cross analysis of Global Youth Development Index, available data/ data sources on adolescents and youth in Pakistan with respect to key indicators education, employment, engagement, health and Demographic Health Survey (PDHS), Pakistan Social and Living Standards Measurement – PSLM, Multi indicator Cluster Survey
3.Consultations Report: Consolidating findings from the consultations with key stakeholders. Finalizing the methodology, survey design, data collection and analysis tools, scope of the index (national/provincial/district/tehsil)
4.Validation Workshop Report: Report of the workshop validating the YDI tool. Identifying areas for improvements, possible edits and feedback/comments from the key stakeholders.
5.First Draft of the YDI tool shared with UNFPA and Prime Minister’s Office
6.Final formatted version of the YDI tool reflecting comments/feedback from the validation workshop
Payment of the assignment is deliverable based and will be processed on receipt of satisfactory quality deliverables certified by the PM office and UNFPA via monthly report.
monitoring and progress control, including reporting requirements, periodicity format and deadline:
The consultant will report the progress directly to the Deputy Secretary – PM Youth Programme and is required to share monthly progress reports with UNFPA and is expected to work closely with UNFPA Programme Analyst (Youth) for matters related to relevant deliverables, under the overall supervision of the UNFPA Deputy Representative.

The consultant is required to make him/herself available for a meeting fortnightly to share updates and seek further guidance/ clarity from UNFPA for technical assistance and overall monitoring/ management of the consultancy.
Supervisory arrangements:
During the course of the assignment, the consultant will work under the immediate supervision of the Deputy Secretary PM Youth Programme and work closely with the UNFPA Programme Analyst (Youth). Perform other tasks as may be assigned by the Chairman, PM Youth Programme and Deputy Representative and Representative – UNFPA.
Expected travel:
Note that no additional travel cost will be provided, the consultancy standard rate is adjusted accordingly.
Required expertise, qualifications and competencies, including language requirements:
Knowledge and Experience:

• An advanced degree in demography and/or population studies, statistics, and/or development studies or any other relevant area.

• At least 5 years of proven experience in research and developing statistical tools, indices, indicators and M&E

• At least 5 years of previous experience of statistical data collection, analysis, manipulation and presentation using statistical software.

• Familiarity working with government institutions and young people is an advantage.

• Excellent analytical skills
