Requirements:
Employment in this position is contingent upon a satisfactory criminal history check (fingerprint-based) in accordance with Chapter 435, Florida Statutes.
Possess and maintain a valid Florida Driver’s License.
This position requires up to 25% travel.
Office hours are from 7:00 A.M. to 4:00 P.M. Central Standard Time, Monday through Friday.
Incumbent will have financial disclosure reporting responsibility in accordance with Section 112.3145, Florida Statutes.
Florida Certified Contract Manager (FCCM) Certifications must be obtained within 12 months of employment.

When appropriate, employees will explain the reasons for agency actions or decisions while communicating a consistent Fish and Wildlife Conservation Commission (FWC) point-of-view.
Work at FWC is cross-functional meaning duties may cross division/office lines. The Commission expects employees to function across FWC’s organizational structure by providing their skills and expertise wherever needed through work on teams or as directed.
Responsible for following the provisions and requirements in Section 215.422, Florida Statutes, related to the Department of Financial Services rules and FWC’s invoice processing and warrant distribution procedures.
Experience:
Minimum of 4 years of experience in accounting, purchasing or related field, with two (2) of the years containing supervisory experience. The incumbent should possess a high degree of judgement, business management acumen and team building experience. The incumbent will supervise 2 full-time employees.

4-year degree in Business Management, Accounting or related discipline from an accredited college or university preferred.
Overview:
This position provides significant Finance and Budget administrative direction to regional program staff. It requires a high degree of judgement, integrity, business management, and team building skills.
Duties and Responsibilities:
Purchasing-
- Serve as the Regional Business Manager and approve purchases less than $35,000 (Category II). Serve as liaison between regional staff and Tallahassee Purchasing Section. Retain thorough knowledge of My Florida Market Place (MFMP), state contracts, bids, etc. Ensure/responsible for regional compliance with all purchasing policies and procedures. Regional subject matter expert for all procurement related matters. Coach/train regional staff in matters related to procurement including State Purchasing Card (p-cards). Coordinate/train regional staff serving in Procurement Facilitator roles. Serves at the Certified Contract Manager for the region and oversees proper contract rules, policies, and processes.
- Ensure procurements made are appropriate for the type of commodity or service procured and that the procurement adheres to all relevant purchasing rules and regulations. Assists staff with invoicing and accounting.
- Serve as regional approver for single source, quotes, emergency and after-the-fact approvals; PRIDE (Prison Rehabilitative Industries & Diversified Enterprise), RESPECT and state contract exceptions and other purchases exempt from the competitive process. Reviews regional Invitation to Bid (ITBs) requests before submission to Tallahassee Purchasing. Assist staff with special procurements including conducting pre-bid meetings, review of scope of work, specifications, potential vendor lists, etc., for ITB and Request for Proposals (RFP) packages sent to Tallahassee Purchasing (purchases over $35,000) for approval and bidding.
- Approve MFMP purchase orders submitted by procurement facilitators. Assists customers with purchasing questions such as verifying vendor registration with State of Florida, researching MFMP vendors and state contract vendors.
- Serve as regional p-card “Advanced/Super Buyer” for the Office of Executive Director and other division/offices as needed. Assist regional staff/account holders with questions/issues concerning P-Card WORKS. Serve as subject matter expert for P-Card WORKS regional account holders.
- Liaison with the FWC P-card Administrator for any p-card infractions made by employees.
- Assist in the development of an annual program spending plan for multiple Division/Office programs in the region based on legislative appropriations by category. Monitor and assess multiple budgets daily and provide reports to Division/Office leads. Includes all requests for transaction reports, encumbrance reports, special reports, and corrections.
- Coach/train regional personnel in matters related to budgeting and accounting.
- Ensure procurements made from annual spending plans are appropriate for the type of commodity or service procured and that the procurement adheres to all relevant purchasing rules and regulations. Work closely with the Regional Purchasing Agent to ensure proper coding.
- Responsible for submitting monies received to Tallahassee Revenue Section.
- Oversee and/or process regional utility bills for payment and assists with any problems. Assists with postage requests. Serve as backup. Ensures the State Energy Management Plan (SEMP) energy cost report is completed and has accurate information (such as column/row formulas, new or deactivated water meters and/or electric meters are updated, etc.)
- Supervise and provide information, guidance, and support to Regional Finance & Budget support staff. Manage a diverse group of individuals daily. Works closely with staff to ensure their needs are met and issues are resolved or escalated, as necessary. Provide timely feedback and coaching. Communicate precise expectations. Encourage and provide training and development opportunities to team. Maintains accurate and complete personnel records. Seek opportunities to develop as a leader.
Knowledge, Skills, And Abilities:
- Knowledge and understanding of management principles and practices, business functional areas such as accounting and budgeting, and the principles and practices of state purchasing laws and rules, and state purchasing process.
- Knowledge of My Florida Market Place (MFMP), Vendor Bid System (VBS), the P-card Works system, and Florida Accountability Contract Tracking System (FACTs), financial database systems, budgeting tools. Comprehensive knowledge of Excel, Microsoft Suites, and Outlook.
- Ability to understand and apply applicable statutory rules, regulations, policies and procedures relating to purchasing and budgeting. Ability to work independently and solve problems and make sound decisions. Ability
- to determine work priorities and ensure timely completion of work assignments. Ability to establish and maintain effective working relationships with others. Ability to effectively communicate with external and internal customers.
