Position Title: Safety Officer

Job Description:
As a Safety Officer, you will be responsible for promoting and ensuring the highest standards of safety and compliance on-site, ensuring the well-being of all personnel, contractors, and visitors. Your role will involve developing and implementing safety, conducting regular inspections, monitoring safety performance, and ensuring that all activities on-site comply with local safety laws and regulations. You will collaborate closely with the Project Engineer or Manager, supervisors, and workers to identify risks, provide training or briefing if necessary, and foster a culture of safety across the project.
Key Responsibilities:
Safety Program Implementation:

• Develop, implement, and enforce site-specific safety policies and procedures in line with local laws, industry standards, and company policies.
• Review and update safety plans to reflect the specific needs and risks of the project, ensuring it aligns with legal requirements and best practices.

Safety Inspections and Audits:

• Conduct regular safety inspections of the project site to identify potential hazards and ensure compliance with safety regulations.
• Monitor the use of safety equipment and ensure that all safety measures are being followed, such as personal protective equipment (PPE), emergency procedures, and safe work practices.
• Identify unsafe conditions and behaviors, and take appropriate corrective actions or issue safety warnings when necessary.

Risk Assessment and Hazard Identification:

• Conduct thorough risk assessments and hazard identification exercises, documenting findings and proposing mitigation measures.

Safety Training and Orientation:

• Conduct regular safety orientation sessions for all new employees, subcontractors, and visitors, ensuring they are familiar with the site's safety protocols and emergency procedures.
• Lead periodic safety training programs or briefings for workers, supervisors, and management to improve awareness of safety standards, first aid, fire drills, and handling hazardous materials.

Incident Investigation and Reporting:

• Investigate accidents, incidents, or near-misses to determine root causes and recommend corrective or preventive actions.
• Prepare and submit safety reports, including incident reports, safety statistics, and corrective action plans.
• Maintain documentation on safety training, safety audits, and inspection reports for internal record-keeping and external audits.

Compliance Monitoring:

• Ensure all activities on-site comply with relevant local safety regulations, labor laws, and environmental standards.
• Liaise with government agencies, local authorities, and third-party auditors to ensure continuous compliance and resolve any issues related to health and safety on-site.

Safety Equipment and PPE Management:

• Monitor the proper usage and maintenance of safety equipment and PPE, ensuring that it is available, accessible, and in good working condition at all times.
• Oversee the supply of necessary safety equipment and ensure timely replacement of damaged or expired gear.

Emergency Preparedness and Response:

• Develop and maintain an emergency response plan for fire, medical emergencies, natural disasters, or any on-site accidents.
• Conduct regular fire drills, emergency response exercises, and evacuation drills to ensure all workers are familiar with emergency procedures.
• Coordinate and participate in any emergency response actions as required.

Reporting and Documentation:

• Keep detailed records of safety inspections, training programs, accident investigations, and safety reports for internal tracking and compliance purposes.
• Regularly update the project engineer or manager and senior management on safety performance, potential hazards, and improvement opportunities.

Job Requirements:

• Educational Qualifications:
• Bachelor’s degree in Occupational Safety and Health, Environmental Science, Engineering, or a related field.
• Certification in Occupational Health and Safety (e.g., NEBOSH, IOSH) or equivalent, preferably from a recognized institution.

Professional Experience:

• No minimum experience as a Safety Officer or HSE Officer, preferably in construction, industrial, or infrastructure projects is required.
• Knowledge of local safety laws and regulations is an advantage.

Skills & Competencies:

• Strong knowledge of local safety regulations and construction safety standards (e.g., OSHA, DOLE, and other relevant Philippine regulations).
• Ability to perform risk assessments, safety audits, and incident investigations.
• Strong organizational skills and the ability to manage multiple tasks effectively.
• Good communication and interpersonal skills, capable of training, motivating, and collaborating with workers, contractors, and other stakeholders.
• Ability to handle emergency situations calmly and efficiently.

Certifications & Licenses:

• OSH or Safety Officer certifications from a recognized regulatory body is a plus.
• First Aid and CPR certification is a plus.

Physical and Mental Requirements:

• Ability to work in a construction or industrial environment.
• Capacity to perform site inspections
• Ability to work flexible hours, including overtime, as required by project timelines or emergencies.
