Position Mandate
USAID’s Countering Transnational Corruption Grand Challenge for Development (CTC Grand Challenge) leverages innovation and collaboration to prevent corrupt actors from siphoning off critical resources that should be used for the public good. The CTC Grand Challenge supports innovators and solvers to develop solutions that will detect and disrupt illicit finance and trafficking in commodities; strengthen transparency and accountability in global supply chains; promote standards, practices, and norms that enhance integrity in the public and private sectors; and address other significant dynamics of transnational corruption. The CTC Grand Challenge does this through harnessing the power of both novel and proven approaches, tools, and technologies; mobilizing and leveraging the private sector; partnering with local solvers and influencers; and fostering collective action through diverse networks.
In 2022, the CTC Grand Challenge launched its first activity, the Just Energy Transition (JET) Green Minerals Challenge. The JET Minerals Challenge seeks to catalyze the development, application, and scaling of innovations to counter corruption and strengthen transparency, accountability, and integrity in the global rush to meet unprecedented demand for green minerals. It works with innovators from around the globe with new ideas, as well as proven approaches, to reduce corruption in the green minerals supply chains.
One of its innovators, the Manila Observatory (MO), in collaboration with the Sustainable Development and Strategies Group (SDSG), and the Gov Data Initiative (GDI) is working on the Community Development Agreement (CDA) Digital Innovation Hub. This is a transformative project aimed at enhancing transparency and accountability in mining communities. It has a special focus on the provinces of Cebu and Palawan in the Philippines, which are significant producers of nickel, cobalt, and copper. CDAs are contractual arrangements involving local communities and mining companies with respect to the impacts and benefits of a mining project. This initiative seeks to conduct a contextual analysis of international legal frameworks on CDAs and local mining governance, establish a comprehensive database of CDAs, and implement the Projecting Revenues from Extractives for the Development and Investment in Communities Tool (PREDICT), a digital platform for revenue transparency, towards facilitating informed decision-making and capacity-building among end-users.
Consultant will provide services as set forth in the scope for an estimated 30 days from July-September. Timeline is subject to change.
Scope of Consultant services needed
- Develop a detailed storyboard that maps out the visual elements and transitions in the video
- Animate video using design/animation style agreed to in concept development with grantee team
- Animate 3-5 20 second infographic clips to be used on social media, etc., which will inform the two-minute video
- Incorporate appropriate background music, sound effects, and any other audio elements that enhance the video’s message
- Edit and finalize the video, ensuring a polished and professional end product. Make revisions based on feedback from the project team.
- Deliver the final video in the required formats and resolutions suitable for various platforms (e.g., online streaming, presentations)
- Incorporate feedback from the grantee project team into each stage of the video/animation development
- Work with the team to ensure the product(s) meets the requirements and quality standards of MSI and USAID
- Enable and support organization in driving social, economic, and environmental impact
Required Education & Experience
- Bachelor's degree in a relevant field of study preferred (i.e., motion graphics, animation – After Effects/Adobe CC software skills preferred)
- Video Editing Expertise: Strong experience in video editing with software like Adobe Premiere Pro, Final Cut Pro, or similar tools.
- Graphic Design: Ability to create custom graphics and illustrations that enhance the video's narrative.
- Audio Editing: Proficiency in audio editing to ensure high-quality sound integration.
- Creative Vision: Strong storytelling skills with the ability to transform a script into a dynamic and engaging visual narrative.
- Attention to Detail: High level of accuracy and attention to detail in both animation and editing processes.
- Communication Skills: Excellent communication skills to effectively collaborate with the project team
- Portfolio: A portfolio showcasing previous work in animation and video editing, particularly any projects aimed at educational content for various audiences.
- Fluency in English
- Good stakeholder management skills and the ability to work with a global, remote team.
Travel Expectations
The Consultant will be available for travel domestically and/or internationally as set forth in the scope.
Work Authorization/Security Clearance
Work Authorization is required.
