The Water and Habitat (Wat Hab) Engineer will join a team of engineers, led by an engineering project manager, that plans, designs and implements engineering projects in jails and prisons, to support the authorities in improving the living conditions of Persons Deprived of their Liberty. The engineer carries out needs assessments, plans and designs projects to improve infrastructure, monitors on-site works, all in coordination with the corresponding authorities.
In collaboration with the team, the engineer contributes to the support to the detaining authorities and other relevant authorities in reviewing and improving their internal processes in improving and maintaining their jail infrastructure.

Responsibilities

Field work

• Carries out and analyses needs assessments and surveys and shares analysis with Line Manager and Wat Hab Detention Program Manager:
• Draws up documents (projects proposals, drawings, bills of quantities, contracts, etc.) for engineering projects using approved formats; monitors project implementation for compliance with project documents, ICRC standards, and the Philippines building code/standards, ensuing corrective action is taken when necessary;
• Supervises small number of contractors working on project sites and conducts quality control during the design and construction of infrastructure installed by the ICRC.

Project administration and evaluation

• Creates project files in the Projects and Activities Manager (PAM) application and keeps them up to date;
• Prepares implementation/progress reports at intervals set by the Line Manager and Water and Habitat in Detention program manager;
• Uses results-based management to evaluate project implementation and analyse data;
• Manages tendering and project purchasing on labour and materials according to the delegation's financial rules;
• Administers hand-over of infrastructure installed by the ICRC to end-users.

Capacity building of the detaining authority

• Trains or organizes training for end-users in the operation and maintenance of infrastructure installed by the ICRC;
• Contributes to the implementation of institutional development projects in support to the detaining authorities and other relevant authorities concerned in jail planning and design, and environment and climate resilience.

Communication for security

• Networks with stakeholders, monitors security issues related to project sites and advises Wat Hab in Detention Program Manager where necessary;
• Provides regular information to colleagues on security, stakeholder issues and site progress.
• Represents the ICRC in an appropriate way during activities in meetings and in the field;
  Interprets accurately from English to Local language and vice versa during field visits, as required.

Required profile

• University degree in Engineering or Architecture
• 3 years work experience in water and sanitation, electrical or construction engineering
• Work with international or humanitarian organization is an asset.
• Experience in managing construction contractors.
• Experience to Environmental and Climate Change related hazards is an asset.
• Proficient in the use of Auto CAD and MS project-management suite or equivalent
• Good command of written and spoken English, Filipino, and other dialects is an advantage.
