As the agreements between EIB and Government of Romania progress, there will be a need for specific expertise in projects focussing on health infrastructure/hospital building and more specifically on the procurement aspect of these projects
We need to identify a team of experts who can be mobilised for short term assignments/missions.
QUALIFICATION
-
Public procurement
-
10 years of experience in the area
-
fluency in Romanian and English
-
Experience in Drafting documents for min 10 successful public procurement procedures, including 1 for a construction contract above 100 million eur (successful means contract signed without contestation)
-
Experience in having evaluated or provided advisory services in evaluating offers for at least 5 public procurement procedures in Romania
-
Experience in dealing with tenderers’ complaints for at least 1 procurement procedure in Romania
-
Experience with FIDIC and/or Government Decision n° 1/2018 conditions of contract
