ORGANIZATIONAL UNIT

The General Secretariat directs administrative, human and financial resources and activities of the Union, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication/ICT matters for operational and other purposes, and the provision of legal advice to the whole of the Union. The General Secretariat coordinates the implementation of the Strategic Plan, monitors the telecommunication/ICT environment and recommends as needed action relating to the Union’s future policies and strategy. The General Secretariat ensures inter-sectoral coordination and cooperation to advance a whole of ITU approach (One-ITU) in headquarters and the field. The General Secretariat provides logistical and information technology support to the Union’s activities including conferences and global forums; the coordination of the work of the Union with the United Nations system, and other international organizations; and the engagement of the Member States, Sector Members, and Academia. The General Secretariat manages corporate governance, and strategic communications and relations with the media, different stakeholder groups as well as the general public.
DUTIES AND RESPONSIBILITIES
The AI Transformation Program Manager is responsible for promoting and leading the integration of Artificial Intelligence across the organization to enable business transformation, improved processes, and innovation. This role will develop and maintain strong working relationships with all key stakeholders and partners and lead cross-functional teams to design, develop, and scale AI-driven solutions that enhance operational efficiency and create sustainable competitive advantages. As part of our ongoing transformation efforts within ITU, under the supervision of Chief Transformation Team, the duties to be performed are as follows:
  • AI Integration into Digital Transformation Strategy and Execution:
    • Collaborate with bureaus and departments of the General Secretariat to analyse and assess current business processes; identify and recommend opportunities for AI-driven improvements.
    • Develop comprehensive project plans, including scope, objectives, resources, and timelines, aligned with ITU's digital transformation goals.
    • Lead and serve as a facilitator for cross-functional teams in the implementation of AI solutions, ensuring adherence to project timelines and budgets.
    • Monitor project progress, proactively identify risks and issues, and recommend adjustments for successful project delivery.
    • Oversee system architecture design and integration of AI tools into existing and new systems to optimize operations and decision-making processes.
  • AI Adoption and Change Management:
    • Design and implement a roadmap to upskill ITU staff on the effective use of AI technologies, ensuring the organization is equipped to maximize the value of AI.
    • Collaborate with external partners, consultants, and training providers to conceptualize and deliver relevant training programs.
    • Facilitate workshops and learning sessions to build AI competency across different bureaus and departments of the General Secretariat and functions.
    • Liaise with the Human Resources Management Department and other teams to track the effectiveness of training programs and continuously evolve the curriculum to meet the evolving needs of the organization.
    • Promote organizational change management initiatives to ensure smooth adoption of AI technologies and processes, leading cultural change and overcoming potential resistance related to AI adoption.
    • Develop and maintain strong working relationships with all key stakeholders.
  • Performance Monitoring and Continuous Improvement:
    • Implement a framework to monitor the performance of AI transformation projects, tracking progress against predefined KPIs and metrics.
    • Ensure continuous learning and optimization of AI projects to adapt to evolving business needs and AI technologies.
    • Encourage feedback and lessons learned to refine the AI transformation process over time.

  • AI Governance and Innovation:
    • Coordinate development of best practices and governance frameworks for the use of AI within the organization.
    • Foster a culture of innovation by staying informed on AI trends and technologies, advising the leadership team on emerging opportunities that can further the organization’s digital transformation goals.
    • Identify, assess, and manage risks associated with AI adoption, including ethical, regulatory, and security considerations.
    • Ensure all AI initiatives comply with relevant industry standards, legal regulations, and ethical AI principles, particularly regarding data privacy, fairness, and accountability.

QUALIFICATIONS REQUIRED


Education:
Advanced university degree in computer science, AI/ML, Data Science or a related field OR education from a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above.
Relevant certifications in project management (e.g., PMP, PRINCE2) and AI/ML (e.g., AI certification programs, data science certifications) is desirable.
Relevant certifications in change management (e.g., Prosci, etc.) is desirable.
Business Management, or a related field (Master’s preferred) would be an advantage.
For internal candidates, a first university degree in one of the fields above in combination with ten years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.


Experience:
At least seven years of progressively responsible experience in a combination of AI/ML technologies, digital transformation, system architecture, and project/program management including three years of experience at the international level, including at least three at the international level. A Doctorate in a related field can be considered as a substitute for three years of working experience.
Proven experience leading AI-driven initiatives, from planning to execution.
Demonstrated experience managing large-scale digital transformation projects, including cross-functional collaboration.
Experience managing cross-functional teams in a complex, matrixed environment.
Experience in designing and delivering training programs focused on AI and digital transformation skills.


Languages:
Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration).
