Context:
Under the direct supervision of the Deputy Director General for Management and Reform, the
Change Management Division supports the Leadership Team to identify priorities in
transformation initiatives and delivers on reform initiatives under the Internal Governance
Framework, in alignment with IOM’s Strategic Plan.

The Division is responsible for overseeing, supporting and monitoring, in accordance with best
practices, IOM’s organization-wide transformation investments and reform initiatives, aimed at
continuously improving organizational performance, including IOM’s contributions to the Global
Compact for Safe, Orderly and Regular Migration and the UN Sustainable Development Goals.


In addition, the Change Management Division coordinates with Departments and Offices
responsible for implementing reform initiatives throughout the organizational change cycle - from
planning and implementation through sustaining the change across all Departments, Regions,
and Country Offices, monitoring the progress, preparing and supporting personnel through
these transitions, and promoting inter-departmental collaboration, as follows:

  • Support the responsible Departments and Offices to develop and deploy effective planning,
implementation, communication, reporting and change management of institutional change
initiatives agreed by IOM’s leadership, working through established governance structures and
project committees as appropriate.
  • Provide technical support to the responsible departments and offices to ensure that
transformation investments individually and collectively are well coordinated, adequately
resourced, fit-for-purpose across the organization, and that obstacles in the change process are
identified in a timely fashion and resolved satisfactorily.
  • Develop a convincing narrative on the overall transformation initiatives to build a collective
understanding of a case for change and to build coalitions for the change, as well as ensure that
a vision for the change is communicated worldwide and facilitating behavioural changes for
successful cultural shifts of the organization. Under the direct supervision of the Deputy Director General for Management and Reform, the
Chief, Change Management Division will lead and direct the Change Management Division
including the Internal Governance Framework Unit and Special Projects.

Core Functions / Responsibilities:
1. Support and provide advice to the Leadership Team by identifying priorities in institutional
transformation initiatives and to deliver on the reforms including on those under the Internal
Governance Framework, through sharing preliminary analysis of external assessments, UN
benchmark exercises and other relevant reports as well as proposing concrete areas that
benefit from transformation investments for consideration.

2. Coordinate, oversee, support and monitor the organization-wide transformation investments
and reform initiatives, aimed at strengthening the institutional governance and organizational
performance by:
  • Developing and maintaining an overarching plan listing planned/ongoing reforms with
summary of activities, responsible departments, timelines, funding sources, monthly update, link
to the Strategic Plan and other key information;
  • Providing technical support to the responsible departments to effectively plan and implement
transformation initiatives, including conducting preliminary analysis, securing resources, utilizing
result matrix, reporting the progress, developing and implementing communication and change
management strategy; and,
  • Providing pertinent advice to the responsible departments on coordinating and streamlining
transformation initiatives across the organization, ensuring field engagement and consultation,
as well as identifying and solving obstacles in the change process in a timely manner.
3. Set clear and measurable objectives for organizational change actions with milestones and
check their progress on a continuous basis through self-assessment; contribute to monitoring
the implementation of the change process.

4. Take actions to build a collective understanding of a case for change and to ensure that a
vision for the change is communicated widely throughout the organization, facilitating
behavioural changes for the purpose of successful cultural shifts of the organization.

5. Lead and manage the Division by providing strategic advice, guidance and supervision.
6. Organize and/or chair high-level and/or working-level meetings on the new and ongoing
reform initiatives and change management activities.


7. Develop workplans to facilitate the implementation of organizational change in the relevant
change areas.

8. Communicate and promote the benefits of organizational change at all levels in line with the
vision of the organization.

9. Participate in external and internal meetings relevant to institutional reform initiatives and
change management activities, as required.

10. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
  • Master’s degree in Public Administration, International Relations, Law, Business
Administration or a related field from an accredited academic institution with ten years of
relevant professional experience; or,
  • University degree in the above fields with twelve years of relevant professional experience
Experience
  • Work experience within the UN system, particularly in leading and/or coordinating institutional
reform initiatives, would be a strong advantage.
  • Work experience with change management, monitoring and reporting, management of
regional/global programmes.
  • Work experience managing a team and applying various leadership skills
Skills
  • Proven knowledge of and experience in implementing change management principles and
methodologies at the global level.
  • Having certification on change management (e.g. UNSSC Change Management) is an
advantage.
  • Advanced knowledge of Microsoft Office, particularly Word, Excel and Power Point.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another
official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
