Context:
The Office of Staff Security (OSS) is responsible for providing leadership on security policy
management and Country Office operational support to enable effective implementation and
delivery of IOM programmes and activities, while managing security risks at acceptable levels.

Under the direct supervision of the Director of OSS in Headquarters (HQ), the Chief, Security
Planning, Policy and Specialized Support is responsible for providing support and strategic
advice to the Director of OSS in leading and managing the different work areas within the OSS
Strategic Planning, Policy, and Specialized Support Pillar. The incumbent will be responsible for
strengthening OSS's strategic capacity and identifying priorities in alignment with IOM’s
strategic plan.


Core Functions / Responsibilities:
1. Under the guidance of the Director of OSS, supervise and oversee the work of the
Resourcement Management, Security Policy and Compliance, and Security Learning and
Training Sections, ensuring overall quality assurance, and cohesion among their respective
portfolios.

2. Provide strategic advice to the Director of OSS by determining priorities, identifying and
allocating resources for the completion of outputs and their timely delivery.

3. Develop and implement the OSS strategic plan (Strategic Direction, Planning, and
Management), and Service Delivery Model, prepare the annual Work Plan, ensuring alignment
with the IOM Strategic Results Framework (SRF) and Organizational Effectiveness and
Efficiency (OEE), and periodically assess progress and lead efforts to establish robust planning.

4. Lead and oversee the OSS inputs to the annual Strategic Results Framework (SRF) and
Organizational Effectiveness and Efficiency (OEE) annual report, UN Disability Inclusion
Strategy Annual Report, and UN System-Wide Action Plan on Gender Equality and the
Empowerment of Women.

5. Lead, oversee, and coordinate OSS inputs on strategic reports required by the IOM
Leadership Team.

6. Oversee and develop talking points for the Director of OSS for internal and external meetings.
7. Ensures strategic and efficient management of the OSS budget, which includes overall
coordination and preparation of the annual budget request and reporting and preparing budgets
and costs for financial, human resources, procurement, and training purposes.

8. Lead the monitoring of budgetary expenditures and provide advise to the Director of OSS
regarding the availability/allocation of budget resources. Reviews and certifies financial
transactions and reporting.

9. Lead in coordinating the full range of human resource administration-related issues and
ensure all actions follow HR policies and best practices for recruitment, transfer, placement of
staff, and mobility. Promote professional development and recommend training and capacity
building in OSS.

10. Define an overall procurement strategy and plan to ensure the timely and cost-effective
availability of goods, services, or works.

11. Oversee the development of a consistent and standardized governance framework of
policies and guidelines for IOM in accordance with the United Nations Security Management
System (UNSMS).

12. Coordinate and oversee the process of monitoring and evaluation of the implementation of,
and compliance with, UNSMS policies and framework, procedures, and guidelines, strategic and
thematic evaluations, and promote knowledge management, including lessons learned and best
practices in security-related matters.

13. Lead and oversee the OSS global security training and capacity development strategies in
accordance with the UN Department of Safety and Security Training and Development strategy,
and ensure that training standards adhere to international best practices.


14. Oversee the quality control and continuing review of OSS global security learning and
training activities, through Training Needs Assessments to address evolving requirements.
Represent OSS in the Inter-Agency Security Management Network Standing Committee on
Learning and Training (IASMN Scolt) on substantive security training-related issues.

15. Establish mechanisms to promote compliance with IOM security policies and procedures
and provide regular reporting on compliance issues of concern with a focus on addressing
recommendations made in external and internal audits and reviews.

16. Monitor, review, and endorse reports on Global Security Compliance Surveys in
coordination with the Senior Security Staff Operations Officer, identify areas for improvement,
and provide recommendations to enhance security compliance in IOM.

17. Undertake studies and analyses of strategic planning approaches of other UN entities, in
particular on Result-Based Management, and provide advice to the Director of OSS on
standards and best practices in strategic planning.

18. As instructed by the Director of OSS, represent IOM at meetings/forums with senior
managers, partner agencies, United Nations agencies/ programs, the Inter-Agency Standing
Committee (IASC), and the Inter-Agency Security Management Network (IASMN), the policy
decision-making body of the UN Security Management System (UNSMS).

19. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
  • Master’s degree in Risk, Disaster or Emergency Management, Business Administration, Public
Administration, International Relations, Law, Social or Political Science, or a related field from
an accredited academic institution with ten years of relevant professional experience; or
  • University degree in the above fields with twelve years of relevant professional experience.
Experience
  • Minimum of ten years of progressively responsible professional experience in strategic
planning, research, Results-Based Management, policy analysis, training and development, and
resources management in the context of international organizations is required.
  • Experience working at the international level at a senior management level and supervising a
multicultural team is required.
  • Extensive experience in preparing institutional strategies, and reports is required.
  • Experience with strategic planning approaches and RBM methods is desirable.
  • Experience with the preparation of reports, and talking points for senior management is
required.
  • UNDSS certification to any of the following: Security Certification Programme (SCP), Security
Analysis Practice and Process (SAPP), Hostage Incident Management (HIM), Trainer
Development and Certification Course (TDC) and Safe and Secure Approaches in Field
Environments (SSAFE) is desirable. Skills
  • Ability to produce concise reports and papers on strategic planning;
  • Ability to improve processes and approaches, and integrate knowledge with broader strategic,
policy, training and development, and resources management objectives;
  • Effective leadership skills with the ability to supervise and coach/lead staff;
  • Excellent negotiation and communication skills;
  • Excellent writing skills;


  • Knowledge of results-based planning and management;
  • Knowledge of UNSMS policies and procedures;
  • Demonstrated ability to manage a high degree of rational behavior and decision-making at all
times; and,
  • Ability to supervise and work effectively with colleagues from varied cultures and professional
backgrounds. Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another
official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
