Context:
Under the overall supervision of the Head of Labour Mobility Division (LMD) at the Department
for Mobility, Pathways and Inclusion (DMPI), and direct supervision of the Senior Specialist for
Regular Pathways and Inclusion, the Senior Employability Specialist (Regular Pathways) will be
responsible for initiating, elaborating and ensuring effective implementation of IOM’s institutional
policies and operational approaches relating to fostering employability in the context of
pathways for regular migration. Working in close collaboration with thematic specialists in the
LMD Division, other Divisions in IOM Headquarters, in Offices with global functions, and in
Regional and Country Offices, the Senior Specialist on Employability for Regular Pathways will
lead in areas of their thematic specialization and contribute to ensuring a whole-of-organization
approach and common external messaging on Mobility, Pathways and Social Inclusion.


Core Functions / Responsibilities:
1. Provide practical and solution-oriented employability guidance, tools and methodologies for
IOM missions and other stakeholders in the context of regular pathways, including in crisis
settings. Areas of guidance and support may include language and ICT training, work-based
learning, career guidance, entrepreneurship support, internships or work placements, legal
status and employment rights, skills and recognition of qualifications, cultural and social
adaptability

2. Contribute to LMD efforts to refine IOM's approach to designing and scaling dedicated labour
and economic pathways for migrants (including those in a vulnerable situation) and displaced
talent through the design of processes and mechanisms that aim to enhance the employability
of pathways beneficiaries.

3. Support digital solutions, including the development and implementation of case management
systems, and other related interfaces for migrants (including those in a vulnerable situation) and
displaced talent. Strengthen guidance provided through Migrant Resource Centre and other
related structures which provided tailored assistance and support to migrants.

4. Contribute to development of approaches, tools/guidelines that will assist IOM & partners to,
inter alia – capitalize on the relevant educational and professional skills of the beneficiaries to
guide further skills enhancement programing; support access to tailored Vocational Educational
and training (VET) programmes; develop individual Career Action Plans and; facilitate job
matching for beneficiaries and available employment and entrepreneurial opportunities.

5. Foster innovation and support innovative solutions that can remove obstacles to migrant
employability, including through building the capacity and expertise of governments and other
key stakeholders (such as private sector and civil society) in the context of regular pathways,
including in crisis settings.

6. Contribute to active participation of IOM in multi-stakeholder dialogue and engagement on
pathways for regular migration across regions, including through specific recommendations for
fostering the employability of displaced talent.

7. Support ROs and country missions on how to mobilize multi-stakeholders support networks
(including diasporas, private sector, government, civil society, etc.) and ecosystems to facilitate
the inclusion of the newcomers in labour markets and to create opportunities and pathways for
socio-economic inclusion.

8. Initiate and develop programmes and projects related to employability that are of a
cross-regional and global nature, including by outreaching to relevant donors and partners, in
coordination with relevant divisions and departments in Headquarters and under overall
coordination with the LMI Division head.

9. In conjunction with Regional Thematic Specialists and other programme colleagues in the
country offices, develop, identify and compile good practices on employability in the context of
regular pathways and disseminate these to Missions, Member and Observer States, private
sector, UN and civil society and private partners.

10. Participate and represent IOM in meetings with governments, the UN international
organizations, private sector, and civil society partners to develop and promote bilateral,
multilateral, and multi-stakeholder approaches to improving employability in the context of
labour migration governance.

11. Perform such other related duties as may be assigned.

Required Qualifications and Experience:
Education
  • Master’s degree in Social Sciences, Political Sciences, Economics, Migration, Development
Studies, from an accredited academic institution with seven years of relevant professional
experience; or,
  • University degree in the above fields with nine years of relevant professional experience.
Experience
  • Experience in the field of policy planning and implementation on labour and economic mobility
including in crisis settings and across regions;
  • Experience in advising and strengthening capacities of governments on labour migration and
social inclusion;
  • Experience in proposal development, project management and reporting, and monitoring and
evaluation; and,
  • Experience in coordination with multi- stakeholders (including private sector, diaspora groups,
academia, etc) on issues related to regular migration pathways. Skills
  • Familiarity with concept of employability in the context of regular pathways (also in crisis
context);
  • In depth knowledge of the broad range of migration related subject areas dealt with by the
Organization;
  • Strong management and organizational skills; and,
  • Excellent oral and written communication skills and inter-personal skills.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another
official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.

Internationally recruited professional staff are required to be mobile.
