Context:
The Protection Division (PXD) within IOM is responsible for specialized protection interventions
aimed at addressing risks and responding to potential violations of rights as defined by
international instruments, including migration, human rights, refugee, and international
humanitarian law. PXD ensures the upholding and restoration of the rights of individuals
vulnerable to violence, abuse, exploitation, discrimination, neglect, and deprivation. It also
supports the integration of protection principles across IOM's operations and initiatives.

As the thematic home for combating human trafficking, child protection, gender-based violence
(GBV), xenophobia, racism, disability inclusion, and housing rights, PXD collaborates with IOM
divisions, departments, and external stakeholders to address protection needs in both


humanitarian and non-humanitarian settings. This is accomplished through six programmatic
pillars: data, research, and learning; training and capacity development; advocacy and
communications; convening and dialogue; direct assistance; and thematic guidance.

PXD plays a crucial role in implementing and integrating counter-trafficking (CT) initiatives into
IOM’s global operations. It provides technical support and guidance to field missions, ensuring
compliance with international protection standards. By embedding CT into broader protection
strategies, PXD addresses the vulnerabilities of those at risk and strengthens IOM’s capacity to
respond to emerging challenges. PXD collaborates closely with relevant divisions and external
partners to ensure that CT interventions align with IOM’s global protection commitments.

Under the direct supervision of the Head of the Protection in Humanitarian Action Unit (HPX)
and in close coordination with Migrant Protection Unit the Senior Programme Officer
(Counter-Trafficking in Emergencies (CTi E)) will formulate, develop, and align IOM’s global CT
policies with its protection framework. The incumbent will ensure policy coherence across
humanitarian and non-humanitarian settings, provide expert guidance, and integrate CT
considerations into operations to enhance alignment with global protection strategies.

Core Functions / Responsibilities:
1. Formulate and develop global counter-trafficking (CT) policies and guidance to ensure IOM’s
compliance with international standards, incorporating principles from IOM’s protection
framework and approach. Ensure policy coherence across diverse contexts in development and
emergencies.

2. Provide authoritative technical advice and support on CT-related interventions across field
missions. Offer remote and on-the-ground support to field missions to incorporate CT in
Emergencies (CTi E) into operations, training, and best practices.

3. Prepare and review reports and publications in line with IOM’s CT objectives.
4. Develop and deliver CT training programs, update tools, and support field staff to enhance
operational capacity. Promote the Counter-Trafficking Theory of Change 2030 across IOM
missions, ensuring alignment with global protection strategies.

5. Proactively identify and Integrate CT into IOM’s emergency preparedness and response
activities in coordination with HQ Departments, Department of Humanitarian Response and
Recovery (DHRR), and Regional Offices. Track and monitor new trends in this field.

6. Represent IOM in key global forums, as well as in technical task teams and working groups.
Enhance IOM’s participation in protection forums like the Global Protection Cluster and CPHA,
ensuring alignment with global protection strategies

7. Collaborate with Gender-Based Violence (GBV) sector partners to integrate CT
considerations into GBV initiatives.

8. Integrate CT policies within IOM’s broader protection framework, emphasizing the intersection
of CT and GBV. Oversee the implementation of CT-related strategies across global initiatives,
ensuring coherence with IOM’s protection approach.

9. Build and strengthen the capacity of HQ and field staff on IOM’s CT commitments by
promoting best practices and delivering training.

10. Promote the use of protection information management systems, analyse trends in CT, and
support data-driven decision-making to enhance CT planning and reporting processes.

11. Proactively review CTi E components in IOM global and/or scale up response projects and

strategies, in coordination with and/or at the request of relevant HQ units, PXD, and DHRR
Regional Technical Specialists (RTSs) to ensure CT is integrated into global and regional
strategies.

12. Prepare and contribute to reports, briefings, and materials on CT for internal and external
stakeholders. Ensure accuracy and consistency in reporting, aligning with IOM’s strategic goals
and global protection commitments.

13. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
  • Master’s degree in Political or Social science, Law, International relations, or a related field
from an accredited academic institution with seven years of relevant professional experience; or,
  • University degree in the above fields with nine years of relevant professional experience.
Experience
  • Extensive experience and expertise in implementing varied counter trafficking programs in
complex operational environments and/or humanitarian settings;
  • Specific experience working within the protection sectors, including project development and
implementation, program coordination and representation;
  • Demonstrated experience in developing policies, operational guidance and tools on
counter-trafficking, such as position papers, strategies, and advocacy notes;
  • Demonstrated experience in working in inter-agency and multisectoral coordination platforms
to advance strategic, thematic, or operational objectives;
  • Experience in designing and training modules to various stakeholders, including thematic
experts, management, and leadership teams, on counter-trafficking and related topics;
  • Experience in leading and organizing events such as consultations, roundtables, workshops,
and webinars; and,
  • First-hand experience in delivering of protection and assistance to trafficked persons.
Skills
  • Proven ability to liaise, coordinate and communicate with multiple stakeholders, and provide
strategic advice and guidance on counter-trafficking;
  • In depth knowledge of counter-trafficking field and activities;
  • Proven leadership and negotiation skills, particularly in a multi-stakeholder and multi-cultural
environment, and in complex socio-political contexts;
  • Excellent coordination and communication skills;
  • Excellent organizational, monitoring and evaluation skills applied in counter trafficking
programming;
  • Good knowledge and understanding of the humanitarian ecosystem;
  • Strong strategic, analytical and creative thinking, with the ability to work under pressure;
  • Knowledge of donor programming and cycles, and of project development processes; and,
  • Knowledge of the humanitarian, development and peace nexus.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another
official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.


Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
