Context:
IOM is the leading Organization in the field of migration and has a staffing complement of
20,000+ staff in more than 580 locations worldwide working on humanitarian and development
programmes.
Under the overall supervision of the Director, Global Shared Services Division and direct
supervision of the Chief, UN Efficiency Unit, and in close coordination with relevant
Organizational Units at Headquarters (HQ) and IOM Offices worldwide, the UN Efficiency Officer
will be responsible to collaborate and coordinate the effective implementation of IOM’s strategic
and organizational goals in Business Operations Strategy (BOS), Common Back Office (CBO),
Common Premises (CP) and Global Shared Services (GSS) by applying the enabling functions
of mutual recognition statement, pricing and costing principles as well as client satisfaction
principles.
1. Coordinate the execution of the annual action plans that contribute to UN efficiency.
2. Contribute and guide IOM’s regional and country offices in their engagement in UN Efficiency
Business Operations-related activities, ensuring quality guidance and support for participation in
Operations Management Teams (OMTs) and UN Country Teams (UNCTs) to achieve efficiency
gains and facilitate joint programming.
3. Monitor, assess and document IOM’s progress on the UN Efficiency Agenda, including
identifying lessons learned and areas of improvement.
4. Participate in relevant UN Efficiency sub-working groups including technical discussions on
BOS, CBO, and CP, representing IOM’s operational needs.
5. Establish and maintain a repository for internal and external audits and assessments related
to UN Efficiency and IOM engagement.
6. Coordinate the preparation of internal reports on UN efficiency gains, providing analysis and
ensuring timely submission to IOM leadership and external bodies.
7. Highlight IOM’s contributions to UN Efficiency including creation of visibility materials, info
sheets and presentations.
8. Coordinate with IOM’s business owners, ensuring alignment between the UN Efficiency
Agenda and IOM’s systems including WAVE and internal policies and administrative practices.
9. Recommend enhancements to facilitate compliance and tracking of efficiency initiatives
undertaken by IOM HQ and offices worldwide.
10. Coordinate the development and delivery of training and capacity-building efforts on UN
Efficiency initiatives for IOM staff.
11. Contribute to responses on internal and external audits and liaise with offices to ensure that
recommendations are followed up appropriately.
12. Identify risks associated with BOS, CBO, and CP projects, proposing mitigation strategies to
ensure smooth implementation.
13. Perform other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master's degree in Business Administration, Management, Economics, or a related field from
- University degree in the above fields with seven years of relevant professional experience.
- Extensive experience in resources management and field support experience preferably within
- Experience in diplomacy including in liaising with UN partners; and,
- Experience in writing policy and/or guidelines; UN Operations Management Team experience
Skills
- Knowledge of IOM’s and/or the UN’s resources management policies, practices and systems
- Demonstrated ability to conduct analyses, accompanied with ability to edit a range of different
guidelines and reports for different audiences;
- Strong negotiation and communication skills, ability to present information in a comprehensive,
- Knowledge of UN Reform and Efficiency Agenda; and,
- Ability to provide trainings while adapting the material and catering to different audiences.
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of another
official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.

Appointment will be subject to certification that the candidate is medically fit for appointment,
accreditation, any residency or visa requirements, and background verification and security
clearances. Subject to certain exemptions, vaccination against COVID-19 will in principle be
required for individuals hired on or after 15 November 2021. This will be verified as part of the
medical clearance process.
