The SPAR6C program in Thailand supports the Division of Climate Change and Environment (DCCE) and Thailand Greenhouse Gas Management Organization (TGO) with technical assistance and capacity building in the areas of medium- and long-term emissions planning, governance, and mitigation activity development to achieve its market engagement objectives under Article 6 (A6) of the Paris Agreement.
The program has delivered an Article Readiness and Needs Assessment and analysis on the governance framework. Currently the program is supporting TGO to adapt its registry to be fit-for-purpose for Article 6 activities, is developing an operation manual for A6 activities, analyzes options for the sharing of mitigation outcome, and is developing a capacity building program to be rolled out next year.
Additionally, SPAR6C is conducting a series of studies to help identify potential future projects. These projects will lead to the development of Mitigation Activity Idea Notes (MAINs, sometimes referred to as PINs), and in a next step to the development of Mitigation Activity Design Documents (MADDs).
OBJECTIVES OF THE ASSIGNMENT
- Identify additional projects suitable for PIN and MADD development through various means
- Evaluation and ranking of identified projects supporting the development of PINs and MADDS (links to the development of 10 PINs assignment)
- Communicate effectively with relevant experts to facilitate the development of PINs and MADDs
- Track all information related to the development of PINs and MADDs under SPAR6C in Thailand
- Gather and compile additional information about such projects and liaise with the potential project owners and partners
- Continuous development and management of both a long-list and a shortlist of high-potential activities
- Ongoing follow-up to ensure the development of PINs and MADDs
- Close coordination with the SPAR6C team
DELIVERABLES AND PAYMENT SCHEDULE
This technical assistance to support the aggregation of mitigation activities involves:
- Overseeing, coordinating, and managing ongoing SPAR6C studies in Thailand identifying mitigation activities.
- Carrying out other tasks to identify activities, such as outreach activities, identification of potential activity types, and attending events.
- Interviewing and collecting information from prospective project proponents to establish the likelihood of viability of identified activities.
- Curating a longlist and shortlist of prospective project activities and presenting it with the SPAR6C team in Thailand.
- Revision of MAINs and MADDs
- Close coordination and participation in meetings with the SPAR6C team in Thailand.
[Reporting Requirements]
- The Consultant shall report to the SPAR6C Work Package Lead for Thailand (KPC), based in Vienna, Austria.
- The Consultant shall submit timesheets showing their daily use of time for the assignment (reported in days or half-days) throughout the duration of the contract. A timesheet shall accompany any invoice submitted and it shall be approved by KPC for payment.
- The Consultant shall participate in update meetings as requested, with the frequency of these meetings to be discussed at the start of the assignment.
- All outputs must be delivered in English. The Consultant may be requested to submit some outputs in Thai.
- Consistent and strong coordination and proactive communication is required for this assignment.
EXPERTISE REQUIRED
- (MANDATORY) Minimum 8 years (preferably 10 years) of working experience in the area of carbon markets or carbon project development.
- (MANDATORY) Proficiency in English and Thai is required.
- (MANDATORY) Thorough knowledge of the development and implementation of carbon credit projects, encompassing project initiation, stakeholder engagement, verification processes, and alignment with international carbon market standards.
- (MANDATORY) Substantial knowledge of carbon market mechanisms, including A6, in Thailand with experience in CDM or other mitigation crediting schemes.
- Understanding of Article 6 of the Paris Agreement and Thailand's commitments under the Agreement, including NDCs and long-term strategies.
- Comprehensive understanding of Thailand's key emissions intensive sectors, including agriculture, energy, industry, and more, to assess potential activity types.
- Understanding of clean technologies and climate solutions in a range of sectors.
- Experience working with the private sector actors in the climate space, including SMEs.
- Ability to assess the financial viability of projects, including cost-benefit analysis, funding mechanisms, and investment opportunities.
- Collaboration expertise with stakeholders such as government officials, business sectors, and academic institutions.
- Experience collaborating with international organizations on climate change mitigation projects in Thailand.
ADMINISTRATIVE INFORMATION
- Selection method/process: Open tender
- Expected start of of consultancy: 18 November 2024
- Must be based in Thailand (a citizen or legal resident) with the ability to be paid in Thailand
- Fee for this individual is determined based on the selected candidate's experience and qualifications. The candidate must send a financial proposal based on Daily Fee. The candidate shall quote an all- inclusive Daily Fee for the contract period. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the Independent Contractor (IC) in completing the assignment are already factored into the daily fee submitted in the proposal. If applicable, travel or daily allowance cost (if any work is to be done outside the IC’s duty station) should be identified separately. Payments shall be done on a monthly basis based on actual days worked, upon verification of completion of deliverables and approval by the IC’s supervisor of a timesheet indicating the days worked in the period.
