General Description of the Programme:
GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in protection and self reliance of vulnerable and marginalised migrants and host community members in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL Syria implements multi-sector programmes in Northwest Syria (NWS) addressing the multiple vulnerabilities that households and communities are facing after a decade of conflict. At the household level, the program design creates links between its multi-donor funded emergency response program to its food security, winterization, and shelter programming, and complements food assistance programming with basic needs assistance via Multi-Purpose Cash Assistance (MPCA). At the community level, GOAL supports bakeries facilitating the provision of affordable bread to large catchment areas in Idleb and North Aleppo. GOAL has a large-scale WASH infrastructure support programme that provides water throughout large areas of Idleb governorate.

GOAL has two projects (ECHO funded LINK and Irish Aid) in Türkiye, LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labour. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Türkiye, by sensitization/capacity building (targeting key stakeholders and service providers, etc.) activities, and Case Management (CM) and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Türkiye. On the other hand, Irish Aid grant is targeting earthquake survivors and providing humanitarian assistance to affected families.

Job purpose:
The primary function of this position is to ensure that GOAL Turkey/ Syria program is fully compliant with GOAL and its donors' rules and regulations. H/She will work across all GOAL departments, including programs, finance, logistics, HR, and GOAL's internal partnership support team, and will work under the supervision of the Compliance Coordinator (CC).

Duties, objectives and competencies

• To stay informed of and ensure adherence to the standard of GOAL and Donor procedures and policies concerning Logistics, Finance, HR, and Programmes as set out in the following:

• GOAL Logistics Manual & GOAL Syria Procurement & Authorization Levels Chart
• HQ Finance Manual & GOAL Syria finance procedures and policies
• GOAL's Training guidelines

• GOAL Grant Management Guidelines
• GOAL Dublin HQ proposal/interim / final report checklists
• HQ Safety & Security policies & GOAL Turkey Security Standard Operating Procedures (SOPs)
• Assist CC in conducting ATSC as initial review, and make sure that the ATSC SP list is up to date,
• File maintenance and administration tasks as required
• Assist the CC in external audit preparation
• Assist the CC in completing the quarterly Compliance report
• Working closely with CC on other Compliance staff
• Timely and effective communication and filing of all results and findings of the above
• Any other tasks as requested by CC

Requirements (essential)

• University graduate, background in, management, administration, finance or related field.
• At least 3 years previous NGO experience (working with INGO is preferred) and knowledge of donors is an advantage
• Excellent computer skills in Microsoft Word, Microsoft Excel
• Ability to learn new systems and IT software quickly and effectively
• Organised and flexible, ability to respond to changing priorities
• Prepared to work in insecure environments
• Flexible and creative approach with a proven ability to resolve issues and identify solutions;
• Excellent time management skills and the ability to prioritise work when under pressure;
• Attention to details

Requirements (desired)

• At least 2 years finance, Grants, Compliance experience (audit experience an advantage)
• Excellent English language skills (spoken and written), Arabic or Turkish an advantage
• Excellent communication skills while interacting with colleagues and partners
• Previous experience training others an advantage
