JOB TITLE: Logistics Officer (Roving)
TYPE OF CONTRACT: Service contract – SC8

DUTY STATION (City, Country): Ankara, Turkiye
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
In the framework of the Ukrainian emergency and the global food crisis, WFP committed to sustain and replenish its grain reserve through the purchase and delivery of Ukrainian wheat to country offices. As part of this initiative HQ Logistics established a milling and logistics contract in Türkiye with 2 service providers back in 2022. Since then, over 390,000mt of wheat has been milled and shipped to different country offices including Palestine, Sudan, Afghanistan and Yemen. Additionally, WFP has active procurement activities in Turkiye for the programme operations globally. The food shipments move from different points of origins in Turkiye such as Samsun, Tekirdag, Mersin, Istanbul among others.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under supervision of the Project lead – Field Support Unit of the Supply Chain and Delivery division, the logistics officer will be responsible for the following duties:
Gather as much information on potential transport delays through to destination/port congestion to ensure WFP interests are fully covered and share this information with the necessary/concerned offices. Be available to aid/assist in operational accidents and unexpected events. Support logistics projects or operational day-to-day activities following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to WFP programme needs. Oversee that proper documents are received and submitted to local authorities prior to vessel arrival to ensure no delays in cargo clearance and vessel loading/discharging arrangements. Liaise with WFP’s cargo superintendent company and/or vessel operations and to ensure full cargo quantity in good condition is always loaded/discharged. Review and be aware of WFP Superintendence arrangements to ensure adequate measures are in place for commodity quality control and any immediate actions can be taken to safeguard the commodities and WFP interest at all times. Ascertain logistics reporting and monitoring of dispatches and deliveries and quality control, if required. Monitor the performance of WFP contractors and report on their performance. Report immediately about loss and damages. Documentary support of such damages to be sent to the concerned units in the headquarters. Intervene in cases of damage cargo and arrange for adequate inspections, sampling, testing and final settlement of disputed cargoes. Participate in the development of further improvement in procedures, documentation and reporting of the WFP Operation. Collate data and contribute to preparation of accurate and timely reporting, supporting a WFP wide view of logistics activities that enables informed decision making and consistency of information presented to stakeholders.
Inspect and monitor WFP warehouse activities and conditions. Check stack count, stock rotation, cleanliness, insect control, roof condition etc.to ensure safe keeping of commodities storage. Ensure proper food transformation / delivery WFP procedures are strictly adhered to when disposing of spoiled commodities to avoid legal fines and/or penalties. Keep stock files in good order. Collect the tally and other related documents to the milling operations. To do a proper tracking and recording of all incoming/outgoing WFP consignments and vessels. Assure a correct recording and timely submission of the productions / inspections reports. Perform all stock management activities and transaction required in WFP Enterprise Resource Management platform. Liaise with the WFP Food Safety and Quality (FSQ) focal point in Turkiye to ensure required monitoring, reporting and adherence to FSQ processes and standards. Follow up the rules and procedures are described in the WFP Logistics Manual. Perform any other related duties, if requires or assigned by immediate supervisor.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
First University degree with relevant logistics qualifications or additional logistics experience in logistics, food supply chain, freight forwarding and transport operations.
Experience:
Minimum 7 years of experience in the field of supply chain management, International logistics, food procurement, or other related fields.
Knowledge & Skills:
  • Experience in commercial or government transportation sectors
  • Experience in performing transactions in SAP environment (Sales and distribution module).
  • Experience in managing food handling activities including transformation, milling, and packing of food wheat flour.
  • Experience managing network of freight forwarding and charter protecting agents at load and discharge ports.
  • Experience in managing food supply chain including multi-modal transport.
Languages:
Fluency (level C) in English language and native command of Turkish language.
