Finance Manager

Finance Manager will ensure implementation of Oxfam’s financial policies, compliance with local legislation, and efficient financial resource management. They will lead financial planning, manage bank accounts, ensure accurate payments, and oversee financial reporting, audits, and partner grant management. They will be responsible for closing procedures, staff training, and ensuring compliance with donor requirements. Finance Manager will manage financial risks, ensure adherence to anti-fraud measures, and support capacity-building initiatives for both finance staff and partners, promoting effective collaboration across teams.

Requirements:

Strong numeracy skills, attention to detail, and advanced proficiency in Excel and accounting software.
Ability to build financial management capacity and deliver training.
Excellent communication skills in both written and spoken English (knowledge of Ukrainian or Russian is an asset).
Strong organizational and time management skills, with the ability to handle multiple tasks and priorities.
Strong knowledge of accounting standards and statutory requirements.
Experience in financial management, budgeting, forecasting, and reporting.
Proven experience supporting partners (NGOs/CBOs) in financial management, sub-grants, and contracts.
Bachelor’s degree in accounting/finance with relevant certification or equivalent experience.
Willingness to travel for financial monitoring and project support.
Flexibility under pressure and ability to work with minimal supervision.

Desirable:

Commitment to Oxfam’s values, diversity, and gender equity principles.
Knowledge of People Soft and experience in the Ukraine context is desirable.
