Grants Under Contract Specialist, Furthering Health Reform and Recovery Activity (FHR) - Proposal
CONTRACT

- Support the Grants Manager in overseeing grants management.
- Develop and implement the FHR’s grants manual.
- Coordinate and prepare Request for Applications (RFAs) or other Notices of Funding.
- Solicit applications and work with the Grants Manager to assess potential grantees/applicants.
- Manage the evaluation and selection process for grantees. Ensure compliance with internal and external contract and policy requirements.
- Assist the Grants Manager and COP in receiving donor approval for GUC, as per USAID rules and regulations.
- Leads pre-award assessment functions, including personnel, accounting, property management, purchasing, financial reporting; review of financial statements or audit recommendations; required certifications.
- Support Grants manager in financial and operational post-award functions, including budget and expense analysis in accordance with signed agreement invoice and advance processing, reconciliations, re-budgeting, and ensures that financial and milestone reports are in accordance with signed agreement and per USAID rules and regulations for GUC.
- Monitors compliance with sub-awards terms and conditions, including tracking of obligated funds and total award funding.
- Performs technical post-award functions, including technical review of milestones and deliverables.
- As needed, organize kickoff meetings and apprise grantees of the responsibilities, requirements and policies and procedures .
- Conduct field visits as needed, and in consultation with the COP and Grants Manager to assure safety.
- Bachelor’s degree in business administration, finance, public health, or related field.
- Minimum of 3 years’ experience supporting USAID or USG funded grants including Grants Under Contract (GUCs).
- Experience in global health projects preferred.
- Demonstrated experience applying USAID grant management policies and procedures required.
- Demonstrated ability to communicate effectively in English and local languages, both verbally and in writing.
