- Role and responsibilities
Generic responsibilities:
- Lead the development and implementation of comprehensive urban planning strategies that incorporate housing solutions to support sustainable urban growth in displacement-affected areas.
- Ensure that urban planning, digital, land, energy efficient and climate neutrality initiatives align with national and local urban development policies, and contribute to the broader goals of resilience, social inclusion, and environmental sustainability.
- Oversee the planning, execution, and monitoring of urban planning and housing projects, ensuring they are delivered on time, within scope, and in accordance with NRC’s strategic objectives and donor requirements.
- Manage project budgets and resources effectively, ensuring optimal use of funds and compliance with financial policies.
- Provide regular progress reports to the Housing Institute Manager.
- Promote and share ideas for improvement and necessary changes in the activities.
- Ensure capacity building of project staff and transfer key skills.
- Liaise and collaborate with relevant central executive and local authorities and other key stakeholders in the housing and urban planning sector.
- Promote the rights of IDPs/returnees in line with the advocacy strategy.
1. Lead the identification and implementation of housing and urban planning projects, ensuring alignment with national housing policies and international urban development standards.
2. Support the development and maintenance of a database with the focus on the component urban planning and housing, including communication with developers team, central and local authorities, non-governmental stakeholders, and international partners ensuring its transparency, and accessibility.
3. Organize and lead community consultations to gather input on urban planning and housing projects, ensuring that the voices of IDPs, returnees, and other vulnerable groups are heard. Collaborate with external communication teams to effectively disseminate information and promote engagement through media and public platforms. Incorporate feedback from consultations into planning processes to enhance the relevance and impact of housing solutions.
4. In cooperation with the Housing Institute Team - develop reports and implement housing and urban planning awareness campaigns on rights and the role of housing and urban planning. Coordinate with the communications team to ensure that campaign messages reach relevant audiences, including government bodies, international stakeholders, and the public, through media channels and public events.
5. Provide support and guidance in the development of policies and regulations related to housing and urban planning ensuring stakeholders, such as government agencies and international partners, are informed and engaged in the process.
6. Lead/co-lead organization of workshops, training programs, and capacity-building initiatives at various levels of government, civil society, and other stakeholders. Ensure that external communication strategies are implemented for these events to maximize visibility, awareness, and participation from both local and international actors.
Competencies

These are skills, knowledge and experience that are important for effective performance.
Generic professional competencies for this position :
• Knowledge of Ukrainian legislation on urban planning and housing.
• Knowledge of human rights, particularly the right to shelter and adequate housing.
• Knowledge of the international context of housing and urban planning.
• Bachelor’s degree, Master’s, or Ph D in Law, Economics, Public Administration, Urban Planning, or a related field.
• Experience in drafting legislative notes, legal acts, analytical materials, and presentations.
• Fluency in English and Ukrainian, both written and verbal.
• Strong computer skills, including proficiency in Word, Excel, Power Point, Canva, and other relevant tools.
Context related skills, knowledge and experience (shall be adapted to the specific position):
• Knowledge of the housing and urban planning context in Ukraine.
• Experience working in humanitarian or public sectors is mandatory.
• Experience in developing and managing databases, preferably related to housing, and in drafting laws/resolutions/strategies/explanatory notes, as well as organizing presentations, workshops, and awareness-raising sessions.
• Experience in developing and managing databases, preferably related to housing would be an advantage.
