Context:
Under the overall supervision of the Chief of Mission and the direct supervision of the Deputy
Chief of Mission and in close coordination with the RO Vienna as well as Peace and Recovery
Division at HQ, the Senior Programme Coordinator (Transition and Recovery) will represent and
lead IOM Ukraine’s Transition and Recovery Unit (TRU) and will be accountable and
responsible for providing strategic direction and operational oversight of the unit’s programmes.

The thematic areas of work encompass, inter alia, community stabilization, durable solutions,
early recovery, violence prevention, peacebuilding, reintegration of former combatants, inclusion
of displaced populations in democratic processes, reparations, and transitional justice.


Core Functions / Responsibilities:
1. Coordinate the overall management and administration of IOM’s Transition and Recovery
Unit in Ukraine to ensure successful implementation of the unit’s work.

2. Advance IOM Ukraine’s transition and recovery objectives, provide strategic and technical
leadership for transition and recovery programming, and create an enabling environment that
cultivates a strong, adaptive and responsive programme.

3. Ensure alignment with global good practices, international human rights law, and international
humanitarian law.

4. Ensure that all projects within the Transition and Recovery Unit are implemented in
accordance with IOM’s policies, donors’ requirements, and national and regional policies and
strategies.

5. Identify, design, and advocate for new programming to address evolving transition and
recovery needs in Ukraine. Oversee project development for new transition and recovery
programming in coordination with the Program Support Unit as well as relevant programme
units.

6. Oversee the tracking of programme expenditures to ensure budget agreements are met and
that all funds are spent in accordance with IOM standards and donor expectations.

7. Supervise the performance of personnel, implementing partners, and service providers,
including identifying capacity gaps and overseeing solutions.

8. Lead the liaison with the relevant Government of Ukraine bodies, UN agencies, technical
working groups and international partners on transition and recovery topics, in coordination with
the Deputy Chief of Mission.

9. Provide technical updates, documentation, and presentations on all IOM Ukraine transition
and recovery activities and disseminate good practice materials.

10. Ensure regular coordination with other IOM Ukraine units and programmes and proactively
identify and support complementarity and synergies among activities where relevant. Support
the integration of cross cutting areas such as conflict sensitivity, human rights due diligence,
community-based planning, and the humanitarian-development-peace nexus.

11. Undertake frequent duty travel to oversee the implementation of programmatic strategy, to
meet with partners, and to represent the Transition and Recovery Unit with stakeholders.

12. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
  • Master’s degree in Political or Social Sciences, International Relations, Peace and Conflict
Studies, Economics, Management, or a related field from an accredited academic institution with
seven years of relevant professional experience; or,
  • University degree in the above-mentioned fields with nine years of relevant professional
experience. Experience

  • Experience in transition and recovery activities of which at least five years are at an
international level, preferably in contexts of large-scale displacement, war, and/or violent
conflict;
  • Experience in managing complex programmes and multi-sectoral projects;
  • Experience in managing or coordinating on the design, implementation, MEAL, reporting, and
budgetary oversight for projects or programmes; leadership of projects or programmes with a
budget of multi-year is strongly preferred;
  • Demonstrated experience in coordination, design and delivery of programming in complex,
high-stress environments;
  • Proven experience with developing and implementing programmes in community stabilization,
durable solutions, early recovery, violence prevention, peacebuilding, reintegration of former
combatants, inclusion of displaced populations in democratic processes, reparations, and/or
transitional justice;
  • Sound experience working with international organizations, regional organizations,
governmental bodies, the private sector and civil society;
  • Proven experience in communicating technically to specialized audiences;
  • Experience in liaising and building effective partnerships with donors, government authorities,
other national/international institutions, and local/international non-governmental organizations
(NGOs); and,
  • Experience in supervising and ensuring the capacity of a team in a remote setting.

Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of
Ukrainian and/or another official UN language (Arabic, Chinese, French, Russian and Spanish)
is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.

medical clearance process.
