Job summary
‘Business Modernisation for Support’ (BMf S) is, first and foremost, a business change and process re-engineering programme. It seeks to transition Defence from legacy processes to align with leading practice across both the commercial Support sector and with allies. This in turn allows for future Defence business processes to be underpinned by COTS, cloud-enabled, evergreen IS, integrated with the Defence Digital Backbone, cyber-secure and accessible globally. The introduction of Robotic Process Automation and AI where appropriate will remove the need for human intervention in non-value-adding tasks, and the implementation of a simple, intuitive ‘Amazon-style’ interface will reduce the need for specialist training, minimise instances of human error and improve the user experience.
The Senior Project Controls Manager post will apply Project Controls processes to align schedules and risks in support of projects and other delivery activities within BMf S and provide functional support to HEO Project Control Managers in line with the wider Programme Strategy. The role will also oversee wider coherence of other Project Management activities aligned scheduling, including the inputs/outputs of milestones and scheduled risk analysis. This role contributes to the overall governance of the Programme and provides advice to senior staff. The role requires experience of working in a Project Controls and wider Project Management environment, with a sound understanding of transformational change and experience of engaging with a variety of stakeholders.
This position is advertised at 37 hours per week.
Strategic Command is going through a significant transformation programme which aims to improve the way the Command conducts its business and delivers for Defence and the nation. As a consequence of this, all posts within Strategic Command Headquarters and in time the wider organisation, are/will be subject to review and potential changes as we continuously improve across the period of the transformation programme. These changes may be minor or could be more substantive and will generate new opportunities. Throughout, the Command’s transformation programme is committed to following the MOD’s framework on managing and supporting people through the change process and places an emphasis on early and open consultation and engagement with the Command’s personnel and Trade Unions.
Job description
The responsibilities of this role include but are not limited to:
  • Coordination, alignment and development of schedules and deliverables within projects
  • Ensure the quality and validity of project controls activities associated with cohering the management of delivery projects, including:
        Maintain, assure, and cohere main Project artefact development.
        Schedule maintenance, monitoring, impact identification and recovery plan development activities.
        Maintain project assumption and dependency management data sets.
        Risk identification, analysis and reporting.
  • Provide Functional Support to Junior PCM and senior staff in line with Programme Strategy, identifying opportunities for improvement where possible.
Person specification
The role requires experience of working in a Project Controls and wider Project Management environment, ideally within a Cat A or B programme, with a sound understanding of transformational change and experience of engaging and managing a wide range of stakeholders.

Similarly, duration of experience should be considered alongside the context (role and project) of where experience has been acquired.
Qualifications
Essential
  • APM Practitioner Qualification or PRINCE2
  • Good sound use of Project Management tooling, in particular Microsoft Project, EPM2016 or Primavera P6

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.
External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
