Under general supervision performs professional duties ranging from moderate to difficult in providing correctional casework services to assigned offenders at the direction of the superior court; performs related work as assigned; establishes and maintains a positive and healthy work environment.

The Position:

We are seeking a Chief Adult Probation Officer who is an experienced, progressive and customer-oriented leader. The Chief is an at-will position appointed by and serving at the pleasure of the Presiding Superior Court Judge with administrative direction through the Superior Court Administrator. The Chief directs the strategic and operational functions of the Adult Probation Department, including the satellite office located in Page, AZ. In addition, this position selects, trains, supervises, and evaluates staff; directs the development, administration, and control of the budget; represents the department with the courts, the public, other departments and outside agencies; manages service delivery and community resource development to reduce recidivism; and creates, evaluates, and revises policies and procedures.

The Profile:
The Chief Adult Probation Officer will be required to establish and maintain strong working relationships with internal and external partners. The individual will provide staff leadership to the Adult Probation Department.

Coconino County:
Coconino County, Arizona with an enclosed area of approximately 18,600 square miles, is the second largest county in the United States. Included within its boundaries are such natural wonders as the Grand Canyon, the towering San Francisco Peaks, Lake Powell, and the red rocks of Sedona. Breathtaking scenery and exciting outdoor recreational opportunities abound throughout the area. The county seat is Flagstaff, a city of over 60,000 inhabitants located at an elevation of 7,000 feet. The main campus of Northern Arizona University is located in Flagstaff, as is the Lowell Observatory, and the County boasts a vibrant arts/entertainment community.

The beauty and variety of the landscape is reflected in the shared traditions of the many cultures that thrive within Coconino County. The County is home to a diverse population that includes a large Hispanic community and members of the Hopi, Navajo, and Havasupai Native American Indian Tribes. Nature of Work:
Under general direction, performs work of unusual difficulty directing the strategic and operational functions of the Adult Probation Department; performs related work as assigned.

  • Determines the goals, objectives, and operational priorities of the Adult Probation Department
  • Selects, trains, supervises, and evaluates staff
  • Directs the development, administration, and control of the budget
  • Represents the department with the courts, the public, other departments and outside agencies
  • Manages service delivery and community resource development to reduce recidivism
  • Creates, evaluates, and revises policies and procedures
  • Other duties as assigned

Essential functions of this position include: reaching; working with and around others; dealing with interruptions; driving; vision acuity (far) for driving, (near) for reading, etc.; color vision; hearing and speech (ordinary conversation) for phones and communicating with staff, and the public.
Minimum Qualifications

Master's degree in business, management, the social sciences or a related field from an accredited college or university; and ten years of experience in the fields of corrections or probation, or working with offenders or delinquents in some equivalent capacity with at least five years of progressively increasing responsibility in an administrative and supervisory capacity OR
Bachelor's degree in business, management, the social sciences or a related field from an accredited college or university; and eleven years of experience in the fields of corrections or probations, or working with offenders or delinquents in some equivalent capacity with at least five years of progressively increasing responsibility in an administrative and supervisory capacity OR
Associate degree in business, management, the social sciences or a related field from an accredited college or university; and twelve years of experience in the fields of corrections or probations, or working with offenders or delinquents in some equivalent capacity with at least five years of progressively increasing responsibility in an administrative and supervisory capacity OR
Any combination of education, training and experience which demonstrates the ability to perform the duties of the position.
ADDITIONAL REQUIREMENTS:
The successful candidate must be at least 21 years of age, a citizen of the United States or have a legal resident status and will be required to successfully pass a background investigation that will include a fingerprint check, polygraph, and psychological evaluation (as required by Arizona Revised Statutes A.R.S. 12-251 and Section 6-106 of the Arizona Code of Judicial Administration).

PREFERRED QUALIFICATIONS:
Extensive experience in probation services, program design and management. Strong background in supervision principles, particularly with a positive and proactive approach. Solid understanding of governmental budgetary practices, including purchasing, contracting, and grants administration. Familiarity with federal, state, and local laws governing probation services within Arizona.

THE IDEAL CANDIDATE:
The ideal candidate will possess a deep knowledge of probation services and the ability to manage programs effectively. They should demonstrate strong leadership skills in overseeing projects and making sound decisions independently. Additionally, the candidate should be skilled in analyzing complex administrative challenges, capable of managing projects from inception to completion, and adept at communicating clearing both in writing and verbally. They must excel at fostering positive relationships with staff, judges, attorneys, officials, and the public.
This is an At-Will position.

This position is exempt from overtime.
Note: Individuals in exempt classifications as part time employees may be classified as non-exempt per FLSA law regarding minimum weekly salary requirements.

  • Effectively carry out difficult and complex assignments requiring considerable independent judgment and initiative with minimum supervision

  • Establish and maintain effective working relationships with judges, attorneys, elected officials, staff, other agencies, the media, and the public
  • Follow written and oral instructions
  • Communicate effectively both orally and in writing
