Job Description
General Functions
This position is responsible for driving and managing innovation initiatives throughout the organization creating public/private partnerships to leverage technology and position Orange County as a leader in the innovation economy. The position will also be integrally involved in building strategic partnerships and connections to position the Orange County Innovation Center as a hub of collaboration dedicated to advancing technology.

Work is performed under the direct supervision of the Chief of Staff and is reviewed based on accuracy, utilization of key technology partners, timeliness and effectiveness of results achieved.

Representative Duties/Assignments

  • Develop a strategic vision and execute strategies that invests in improvements and establishes Orange County as a regional, national and international location to develop, demonstrate, deploy and commercialize emerging technology.
  • Create public/private/partnerships to advance technology and innovation in the community.
  • Keep up with global technology trends and solutions becoming well-informed of emerging technology and how it can impact the county for the better.
  • Benchmark best practices and cutting-edge technology solutions and champion large-scale projects that have a positive impact in Orange County and the Central Florida region.
  • Partner with local and national businesses and ensure the County is responding to the needs of our community by focusing on innovative infrastructure solutions that will support current and future emerging technology trends such as autonomous vehicles, AR/VR, modeling and simulation, and artificial intelligence.
  • Conduct analytical research and present technology implementation alternatives on various public administration functions and service delivery activities that interface with the public.
  • Establish relationships with community partners to create jobs in the digital economy and work to promote collaboration with regional governments to support Smart Cities initiatives and the development of tech-enabled cities.
  • Analyze current policies, practices, systems, procedures, workload standards, and organization structures to strategize and develop innovation and technology programs/projects.
  • Develop partnerships with universities and colleges involved in the research and development of emerging technology and innovative solutions.
  • Solicit federal, state and corporate grants and partnerships to demonstrate emerging technology within Orange County.
  • Manage vendors, consultants, and partners for awarded procurement or grant scopes of work related to the Office.
  • Work with the County’s Chief Information Officer and Chief Sustainability Officer to optimize technology and innovation efforts across the County to ensure the organization maximizes opportunities to position itself as a technology leader and drive ambitious, transformational outcomes.
  • Work with other department managers to identify and research emerging technology and public/private/partnership opportunities.
  • Collaborate with the Chief Information Officer to identify, vet and utilize technology-based tools and processes which will enhance the experience for County staff and residents while building overall efficiencies.
  • Develop and recognize programs to upgrade skills for County staff on technology-based applications.
  • Perform other duties as assigned as required for a County Leadership role.
Minimum Qualifications
Bachelor's Degree in engineering, science, computer science, business, industrial & organizational development, or related field. Five years of professional experience in engineering, technology, science, innovation, transformation and developing technology programs.

Preferences

  • Existing background as a thought leader in emerging technology.
  • Technical solutions background either from development, infrastructure, research or engineering.
  • Demonstrated experience implementing emerging technology and/or innovation project.
  • Experience developing and managing technology solution vendor partnerships.
  • Strong written and verbal communication skills.

Salary Information
Pay Grade: 214 - From $90,418.00 to $117,562.00
FLSA Status: Exempt

Educational Requirements
