Overview
The Environmental Protection Division is seeking a motivated and energetic professional to join the National Pollutant Discharge Elimination System (NPDES) Section as the Environmental Team Leader. This position involves advanced technical work and supervisory tasks requiring extensive knowledge of the NPDES regulations and related County, state, and federal environmental regulations. The position is characterized by considerable independence and responsibility to exercise initiative and carry all assignments through to completion. The ideal candidate will be a team player with a positive attitude and passion for serving our community.
Job Description
Responsible work includes field inspections and supervisory tasks in support of the County’s NPDES Municipal Separate Storm Sewer System (MS4) Permit requirements, including the annual collection of applicable data and the submittal of a timely report to the Florida Department of Environmental Protection (FDEP) each year. The candidate will provide assistance to the Environmental Program Supervisor, other Orange County departments and divisions and other federal, state and local governments, as appropriate. Candidates must be able to handle many projects at one time, meet required deadlines, be organized, self-starting and technically strong while coordinating with the team to ensure regularly scheduled assignments, reports, and related tasks are achieved.
Representative Duties/Assignments
- Provides support in ensuring objectives are achieved in an effective and efficient manner with respect to the implementation of the Orange County NPDES MS4 Permit requirements.
- Assists with daily operational supervision of the NPDES Team and provides assistance to less experienced NPDES staff, including routine QA/QC of work.
- Assists with the preparation of the NPDES Annual Report for submittal to FDEP, including coordination with reporting entities in internal and external departments and divisions.
- Coordinates NPDES water quality monitoring efforts with the Orange County Water Sciences section.
- Responds to complaints regarding illicit discharges and illicit connections to the County MS4 and investigates discharges to surface waters.
- Coordinates and provides training in support of the NPDES permit.
- Reviews and updates all standard operating procedures associated with the Orange County MS4 permit.
- Oversees resolution of enforcement cases.
- Attends public meetings and provides public assistance
- Performs other related duties as assigned.
Graduation from an accredited four-year college or university with a Bachelors Degree and major course work in Environmental or Civil Engineering, the natural sciences, or a related field and four years of progressively responsible environmental experience.
Must be able to perform job related tasks, which would include but not be limited to: climbing, walking over uneven ground, lifting up to 50 pounds, exposure to dust and fumes, and occasional exposure to adverse weather.
Preferences
- Supervisory Experience
- Certified Professional of Erosion & Sediment Control (CPESC) or Certified Professional of Surface Water Quality (CPSWQ)
- Certification as a Trainer by FDEP for the Florida Stormwater Erosion and Sediment Control Inspector Training Course is a plus.
- Working knowledge of GIS is a plus
- Adequate computer skills are required such as experience using Microsoft Word, Power Point, Excel, and Outlook.
- Skilled in use of spreadsheets, word processing, & presentation software
- Ability to effectively communicate verbally & in writing
- Ability to plan, organize & coordinate work projects
